Little breakthrough has been made in the development of agricultural insurance for a long time in our country. In 2007, policy-oriented agricultural insurance pilot project was carried out with the support of central fiscal. In the following years, scope of pilot project was enlarged and fiscal supportive policies on agricultural insurance were improved gradually. According to the result of pilot projects, there were many problems which should be researched and solved though. The first problem is that policy-oriented agricultural insurance pilot project is basically a policy-oriented fiscal subsidy pilot project with no guide of relatively scientific and stable management mode. The second one is that the process of agricultural insurance pilot project is in the primary stage involved in a lot of counterbalance and competition between central government and local government, government and commercial insurance, farmers and government, farmers and insurance entities, so it does not develop along a track of virtuous cycle. The third one is that management process is short of government regulation and social supervision. Combined with the characteristics of commercial insurance business, probe of policy-oriented agricultural insurance's business model is of great importance theoretically and practically.This thesis makes a discussion on the nature of the agricultural insurance business and a conclusion that agricultural insurance is characterized with quasi-publicity and weak insurability; then it makes an analysis of the acts between the insurer, the government and the insurant in the policy-oriented agricultural insurance market, as well as a summary of the distinctive operative model of policy agricultural insurance pilot project and makes a comparative analysis; it also makes an analysis of problems and major restraining factors in the policy-oriented agricultural insurance pilot project, such as the lack of business model, too much dependence on the state financial subsidies, the narrowness of the coverage, low security, lack of insurance awareness of peasants, and difficult charge of contributory premium, and apparent insufficiency of agricultural insurance supply and demand. From the perspective of the premise, background, feasibility and principles, the thesis proposes that the path to construct the business model of policy-oriented agricultural insurance should be based on the police under the premise of Promoting Wholly, Linking and Acting systematically, and should cover four aspects including institutional arrangement, business supervision, marketing system and services. Besides, it makes a mathematical reasoning and qualitative analysis of the scientificity of the proposed model, based on which it makes a sort research on the model. The research is on the following four aspects. First, the research is on the institutional arrangement. It puts the emphasis on the institutions or countermeasures including making a sustained and sound policy to develop the policy-oriented agricultural insurance; second, it is on the business supervision. It aims to construct a supervising environment centered on the solvency; third, it probes into the marketing system, including the design of the marketing products, the construction of the marketing group, and the marketing plan; last, the research lists some service measures, including constructing a disaster and damage prevention system and a post-disaster emergency system, as well as moves a preliminary step to propose some problems such as non-material compensation of the agricultural insurance.Last but not least, this thesis looks into the prospect of agricultural insurance at the end, fits a nonlinear regression equation through the existing data of financial subsidies and makes a prediction on the premium, and at last sums up the development prospects in the policy-oriented business models.
