Since the founding of the People's Republic of China, especially in the 30 years since reform and opening, China's total economic output growth has attracted worldwide attention. The high level of annual economic growth rate attracting researchers to explore the influential factors of economic growth. At the same time the extent of the region's economic growth is not uniform, the development of east, central and west region are unbalanced, and the gap between urban and rural areas still exists. This series of problems are closely related to the region's human capital. Therefore,it is very necessary and meaningful to study China's economic growth from the perspective of human capital.This paper combing the Chinese and foreign literature on economic growth and human capital, based on a systematic study of economic growth and human capital theory,we found that through people's social production activities, health inevitably have an impact on the economy. And as China's rapid economic development, people's living standard will gradually improve, and this will certainly bring more attention to people's health and invest more in health. The impact of health on the socio-economic with increase.But from the view of current domestic and foreign research, compared to education, the theoretical and empirical study of health is still far from mature. This paper argues that education and health as important component of human capital, playing a vital role on China's economic growth.Based on the status, theory and econometric model, this paper considered the impact of education and health on economic growth.On the basis of the theoretical analysis, we calculated the current health human capital and education human capital, found that in recent years, the number of China's primary education decreasing, while the number of secondary and higher education increasing year by year. From a regional perspective, the education human capital which measured by the average years of education in east region was significantly higher than the central and west regions. At the same time there is some problem in the investment in education human capital, such as overall input less, investment inequality amony regions, investment inequality between urban and rural areas. From the point of health human capital view, since the founding of People's Republic of China, the mortality rate of China's provinces was closely the same.Employ the health indicators,the health human capital of the east region was better than the central and west regions in general.This paper constructed a economic growth model which includes education human capital and health human capital, we use China's 29 provinces and autonomous regions data,discuss the impact of human capital on economic growth from the static and dynamic perspective. Based on static econometric model analysis, we preliminary found that health human capital and education human capital will significantly promote economic growth, and the output elasticity of education human capital in the central region is greater than that of east and west regions, which means that if we can strengthen education in the central region level, will be more effective in promoting economic growth. To ensure the robustness of the empirical results, this paper used dynamic econometric panel data model to analyse the contribution of different types of human capital on economic growth. Health human capital in all models have passed the test of significance,but education human capital in the central and west regions did not pass the significance test. This is mainly because in comparison to central and west regions, the human capital supporting systems and market mechanism in the east region should be better, the benefits and costs of education human capital investment would be better reflected, so the human capital in the east region will significantly promote economic growth.
