Relying on the supplements such as coal, petroleum, electricity, fur, nonferrous metal, chemical industry and green agricultural and livestock products, a number of large-scale enterprises in the West Region have participated in the domestic and International competitions with the implementation of strategies called "going global and bringing in". Consequently, the economic and social evolutions in the Western Region are in good situation on the whole. Moreover, the influential logistics requires ascribe to the consumer market maturation and the international trade unfolding which impelled by the continuous distension of economy. Simultaneously, it has become more and more urgent that the enhancement of the logistics atmosphere owing to the varying exogenous background and the advanced management quality. For that reason, the outgrowth of modern logistics industry has been put on agenda. In addition, professional third party logistics services have turned into inevitable choices, which indicate an expansive space for the logistics industry.The implementation of the Western Development Strategy and the accession to WTO laid the political foundation and expanding rules for the progressing of western logistics industry. Since the Western Development Strategy came into effect, the state has gave more support to the ecological improvement and infrastructure construction in the Western Region, that obviously improved the hardware conditions, as communication, transportation, urban infrastructure and so on. Especially the enhancement of transportation conditions offered stronger support for the logistics industry advancement. Meanwhile, the channel of foreign capital utilization also gradually widened. The state increased support to the western in the investment projects, tax policies, financial transfer payments and other terms, gradually established a long-term stable funds channel for western region, built a number of distinctive economic zones and belts, guided foreign and domestic capital to participate in western development. With the application of preferential policies, the development of modern logistics industry in the Western Region welcomes great opportunities.At present, academic research on the domestic logistics industry is popular in China with many excellent academic achievements. In particular, the State Council issued "the logistics industry restructuring and revitalization plan" in March 2009, which put the logistics industry behind restructuring and revitalization of the top ten industries, making the Chinese logistics industry face new historical opportunity, while new demands for theory and practice of modern logistics in China was aroused, requirements and application of theory must be new breakthroughs and enhanced. China western region is vast and rich of resources, but due to factors of historical, geographical location, infrastructure, market development, institutional mechanisms, modern logistics development has been lagging behind, theoretical research is also fragmented, western regional logistics research is relatively rare. This thesis will cover the deficiencies of the west logistics academic with a theory value.With the perspective of regional logistics, this paper analyzed advantage, disadvantage, opportunities and challenges of modern logistics industry in the western region, on the basis of sustainable development theory, lean logistics, just in time theory, industrial structure theory, as well as combing the academic research results and modern logistics development in the western region. It proposed principles, strategic positioning and the basic framework of the western modern logistics industry in the period of the twelfth "Five-Year Plan" and new 10 years of western development. At last it proposed structure system and policy system of the modern logistics development in western region.Innovations in the paper are mainly reflected by four points. First, theoretical foundation system is complete. Second, target is clear with certain forward-looking strategy. Third, more unique logistics structure system. Fourth, the thesis research in the relevant part is firstly proposed.Weak points in the papers are reflected as below: First, the interpretation of the relevant policies of modern logistics is not enough, resulting in the lack of in-depth theoretical study analysis. Second, first-hand empirical data is less than literature data, so that microscopic study of the development the modern logistics development in western region is not enough. Third, the current western modern logistics development is still on the primary stage in China, there will be some deviation in some points of this paper.
