With the integration process of global economy is accelerating, the ongoing restructuring of enterprises and expanding of the scale, enterprise groups has become the mainstream form of the companies's development. With the improve of the parent and subsidiary companies'bloc size and diversification increasing constantly, the issue of how to achieve the parent company to control the subsidiary has become an urgent need to solve practical problems of group in the actual operation and management process. China's state-owned enterprise groups are facing the problem of how to effectively manage the control of a subsidiary. This dissertation promotes the research on state-owned enterprise groups'management and control which has an important actual meaning on theory and positive.The dissertation had studied the theory and model of the state-owned enterprise groups and studied the employee performance evaluation of state-owned enterprise groups. Then it has studied the performance evaluation and optimization of subsidiary enterprise groups and studied the strategies of risk control. The dissertation had got the actual conclusions with great value.The innovations of the dissertation as followed: This paper presents a problem on how to coordinate the internal collaboration between departments of state-owned enterprise groups, and the problem on how to assess the effectiveness of business operations of various departments in order to achieve optimal use of resource allocation. In allusion to these two problems, the author establish the decision model of optimize synergy of state-owned enterprises within the system based on the theory of IAHP, and the application of DEA in efficiency rating in state-owned enterprises. It provides a new way for the Enterprise Group subsidiaries control decision makers. The dissertation drawing on the Balanced Scorecard performance appraisal system based on the established organization of state-owned enterprises'performance evaluation system; and determine the weight and then to organize Performance evaluation based on the theory of fuzzy mathematics which combined the Delphi and the entropy index weighted method. The evaluation system and evaluation model provides an new idea to managers for the managers of state-owned enterprise groups. The dissertation had studied the muti-reason, multi-dimensional and dynamic characteristics of the performance of state-owned enterprise employees. Based on the combination of employee job performance, work ability, work attitude, job potential and other aspects, the dissertation had build performance evaluation system of the state-owned enterprise employee and established super-efficiency DEA to evaluate the employee's performance. The study provides a guideline to improve the performance of the state-owed enterprises, and help the state-owned enterprise to design a salary system which is more reasonable. In allusion to the problem in the prosess of risk control in state-owned enterprises, the dissertation takes the LH enterprise as an example to provide countermeasure and advices.The dissertation provides new ideas and methods to the control of state-owned enterprises, and it has a more important reference value to the development of China's state-owned enterprise.
