Study On Effects Of Coordinated Regional Development Policies In China

With the rapid development of economy in China since 1978, the unbalanced development of regional economy has become one of the most outstanding problems. To promote harmonious growth of the regional economy and narrow the gap between the western region and the eastern region, Chinese government has carried out series of polices, such as Western Development, revitalizing old industrial bases in the northeast regions, and the rise of the central area. These police promote the formation of Chinese regional development structure. There are four parts in this structure, and they develop coordinately. From the position of narrowing the gaps between regions, to what extent the coordinated regional development strategies and polices has effected? And what are the directions and key points in the Adjustment of coordinated regional development strategies and polices? These problems will make sense to the policy making, and will deepen understanding of economic growth and provide new evidence for them.First, this article described the disparities among the Chinese Four Major Regional Plate, among the provinces of each Major Regional Plate from 1997 to 2009. Then, we made an assessment on the regional development strategy about Chinese Four Major Regional Plate within an empirical panel-data model according to the growth proposed analytical framework of Dani Rodrik (2003) determinants, drawing on research scholars As the starting point for regional policy. We also did this from the perspective of sub-regional, sub-period of China's regional. Using the Difference-in-Difference Method we conducted the system GMM and fixed effects model estimations. We analyzed the mechanism of Coordinated Regional Development Policies to the western development strategy and policy for example. Finally, some implications are given based on the findings based on the preceding analysis conclusion.(1) Regional Economic Gap either among the 31 Provinces of China or among the Chinese Four Major Regional Plate is about to start shrinking. There are a rising economic gaps among the 12 Provinces of the western region.(2) The Regional Development Strategy about Chinese Four Major Regional Plate is effective. Overall, the implementation of the regional harmonious development regional policies for promoting the coordinated development of different areas has promoted the economic growth and the regional economic gap among the Chinese Four Major Regional Plate is about to start shrinking.(3) The main factors that promote economic growth of China are as follow: The first, the increase of the substance capital, the substance capital of secondary industry in particular; The second, the improvement of the quality of workers, the proportion of college or above in particular; The third, the improvement of transport infrastructure, the development of express highway in particular. The factors that retarded the economic growth of China are as follow: unnoticable of the effects of transformation of the industrial structure is not obvious; un-advanced of market-based reform; less inducements on technological innovation; the expanding of government scale, and so on.(4) We found that the educational policy which have promoted economic growth because education could promote ability to innovate, reduce the transaction cost, generate positive spillover effects and complementary effect, readjust the industrial structure in the Western Development. Labors with different educational level have different absorb ability, different imitation ability, different innovation ability, so they have different working efficiency. And the educational system play a very important role in Education. And the capital which have promoted economic growth by the way of the effects of technological progress, complementary effects. The effect of the capital stock in each industry to economic growth is different because the capital allocation efficiency inner changing characteristic of our industrial structure are different. And the Economic development level is also the major factor affecting the effect of the capital stock in each industry to economic growth. And the transportation infrastructure which have promoted economic growth by the way of readjust the industrial structure effect, productivity effect, complementary effect, location effect, agglomeration effect, and so on. The effect of the different sort of the transportation infrastructure to economic growth is different because characteristic of itself, the regional structure characteristic of industry, and the Economic development level. And the government played a very important role in Education in the Western Development also. The government working efficiency has a major influence on the development of the regional economy.In the future, the government should enforce the main factors that promote the economic growth and narrow the gaps of regional economy, and improve the investment environment, and raise the government working efficiency. The overall quality of economic growth, such as the quality of workers and economic efficiency, will displace the corporeal capital invest as the main power of economic growth. Simultaneously, "Classified instruction, Differential Treatment" should be main policies for the Chinese Four Major Regional Plate, and different policies should be executed.
