Agricultural Environmental Problems Behavior-based Innovation, And Governance Mechanisms

Agricultural environment deterioration has failed to effectively curb, the innovation and reconstruction of active management system are desirable,.Under the condition of market economy, The magnagement system needs be reasonable designed based,on the market and the government reasonable boundaries, in full respect of the main players in the market and the behavior of market main body,.Therefore, this research through drawing lessons from the coordination of multiple stakeholders behavior research methods-the stakeholder theory,, construct new research framework of agricultural environment problem formation and governance then analyses the problems of agricultural environment formation and governance relates to each stakeholder environment interest and environment behavior, and on this basis to discover the formation of the agricultural environment problem and the reason of microscoptic behavior of governance from the point of view that environment problems caused by multiple stakeholders behavior.to various stakeholders micro behaviour mechanism as the foundation, to design a new governance mechanism about the problems of agricultural environment.This study includes the following five parts:(1)The problems of agricultural environment, causes of formation and governance dilemma. Based on the analysis of the direct reason of the problems of agricultural environment the impacts and management major difficulties to show the importance and complexity of problems, and to introduce a new analysis framework for necessity.(2)The stakeholder analysis framework.of agricultural environment. The problems of agricultural environment governance depends on the prevention, control in the thing, after the repair, and a wide range of sources, because of the characteristics such as monitoring, high cost, complex interest relationship the traditional attempts to simply rely on the technology and measures of agricultural environmental management can not effectively curb the deterioration of agriculture environment. This study through drawing lessons from the coordination of multiple stakeholders behavior research methods--the stakeholder theory, to construct a new research framework.of agricultural environment problem formation and governance (3)The behavior choice of agricultural environment stakeholder. The basic analysis of stakeholder theory is on the basis of the analysis of stakeholders' interests and behavior to study the results, under the guidance of the target performance, exploratory behavior coordination mechanism. Therefore, atfer the establishment of the analysis frame, according to each stakeholder attribute and environmental interests, specific analysis of its environmental behavior selection mechanism and the act itself would be done. Agricultural environment stakeholder behavior choice is the reason of agriculture environment problem and the agricultural Environmental Governance Dilemma.(4) The reason of microscopic behavior for the agricultural environment formation problem and governance of predicament.based on the analysis of agricultural environment each kind of stakeholder behavior choice from the agricultural environment problem is these stakeholders behavior caused by the combined effect of the results perspective, comprehensive analysis the problems of agricultural environment formation and governance of the microscopic behavior of reason of predicament.(5) new mechanism of agricultural environment management. This part based on the part4to design a new governance mechanism and its construction of the problems of agricultural environment.Through the research,three conclusions can be reached.(1) Study behavior characteristics of how they influence the agricultural environment according to each stakeholder's behavior pattern. The relationship between the decision of traditional agricultural yield and quality and agricultural environment yield ability, economic stress faced (demand for money), transaction cost and the opportunity cost of resources, as well as how agricultural inputs change the yield and quality. As long as there is no excessive economic pressure, traditional farmer will try to keep the sustainable development of agricultural environment. Excessive economic pressure would force farmers to destroy agricultural environment, and even give up farming. In either case, farmers would generally not use agricultural inputs which they think harmful in their own consumption portions.The bigger the payment demand besides the demand for agricultural product,the faster the agricultural environment is destroyed. The operators pay more attention to short-term interests.Instead of pursuiting the sustainable development of agricultural environment,they take excessive advantage of output potential.The length of time has something to do with the period of the fixed asset.The shorter the exercise periods and the land lease periods, the faster the environment is destroyed. The operators have the initiative to maintain the stability of product quality. More easily the producer can identified the products, the possibility of fake products is smaller. The agricultural production operators mainly benefit from the agricultural production environment which is highly sensitive to their products. As the influence of agricultural means of production on agricultural yield is obvious in the short term.However in the long run,the influence on sustainable development is uncertain,harmful in most cases.Therefore,there is the difference between short-term sensitivity and long-term one.The influence on quality is covert,and there is difference between true sensitivity of quality and false one. As the short-term sensitivity is generally greater than long-term sensitivity, whereas the true sensitivity is greater than the false one. The operators are therefore greatly stimulated to produce agricultural means of production which will actually destroy the environment.It is not a problem to the operators, but the traditional farmers are more cautious on the selection of agricultural production materials. The operators obtain economic benefits, at the same time however,they also consume the agricultural products in which there is potential danger as consumers.Because of the inconsistency between production and sales, as well as the economic interests, it is rational that the operators choose to produce and sell these products as more as possible.The influence of the operators on agricultural environment has relations with the market share. In the monopolistic competition market of raw material, competitions between the operators on places of origin lead to frequent changes of the relationship between industrialization operator and agricultural producer.Based on short-term interests, industrialization operator will induce agricultural producers to exploit the ecological environment excessively. In oligopoly raw materials market, competition equilibrium of the places of origin will lead to relatively fixed relationship between industrialization operator and agricultural producers.Under the enormous competition pressure,industrialization operator will decide whether to induce the agricultural producers toexploit the ecological environment excessively or to protect it according to the likelihood of losing places of origin of agricultural products. The impact of industrialization operator in monopoly raw materials market industrialization operator on the environment depends on its development strategy, the strategic value of agricultural environment, and the status of agricultural environmental quality. The products quality and stability of industrialization operators depend on the operator's scale, product processing, product quality and quality change ability. The industrial enterprise managers and employees obtain economic benefits.At the same time, they consume agricultural products which have been polluted and have hidden safety problems.Because the dismaich of the individual environmental behavior and environmental liability,industrial enterprise managers and employees will not take self restraint measures. Industrial enterprises is rational to discharge the pollutes in pursuit of economic interests. On the whole level,however, the pollutes of the industrial enterprises are main sources of agricultural environment pollution.Therefore,it is irrational for the industrial enterprises to discharge the pollutes in the overall level. The environmental behavior of the consumers of agricultural products at the level of the individual can be Negligible,.But threre is enormous environmental benefit,the dismatch of this behavior and interests brings that the interests of consumers can not be protected and they do not have corresponding rights.(2)whether the environmental interests of various agricultural environment stakeholders match to their environmental behavior and whether the rights match to the liabilities in traditional management structure resulted in agriculture environmental degradation and inevitable pollution. The rights don't match to the liabilities in traditional management structure, is caused by the characteristics of the Agricultural Environment Surface Source Pollution (strong concealment, metastatic and cumulative), the concealment of the destruction behavior (information asymmetry), the backward monitoring and testing methods,and the unsound legal policy system (responsibility is not clear). In the case that the environmental stakeholder acts in protect wayif the interests can match to the behaviors, there is no need to adjust the power and responsibilities in the management structure any more, as long as they can protect the environment benefit and give rights,the environment can be protected then. In the case that the environmental stakeholder acts in destruct way, if the interests can match to the behaviors,then need to adjust the power and responsibilities in the management structure, otherwise the damage behavior to the environment can't be avoided.(3) the keys to the agricultural environment mechanism innovationare:through the improvement of the related laws and regulations in the field of the agricultural environment,,to make the power more reasonable matching to the responsibilities in the agriculture ecological management; through the improvement of the monitoring and testing technology in the agricultural environment and agricultural product environment quality, to make the power and responsibilities in the governance structure been implemented more efficiently; through introducing new stakeholders participate in (agricultural environment industry operators) to change the serious imbalance of the interests and behavior, rights and responsibilities in the traditional governance structure.To summarise the research methods, contents and conclusions, this research has three main innovation aspects.(1) The innovation of the research frame of the agricultural environment problems. The effective government of the agricultural environment problems depends on the prevention in advance, control during the going, repair afterwards, but,because of the features that a wide range, various sources, high cost of monitoring, complex interest relationship, the traditional agricultural environmental management methods which attempts to simply rely on technology and compulsory measures can hardly curb the deterioration of agriculture environment.the traditional research framework "problem+technology and standardized measures"which established in the influence of the traditional agricultural environmental management methods which simply rely on technology and compulsory measures can hardly form an effective governance research result.This study take the agricultural environment problems as a combined result which effected by all stakeholders' behavior, and on this basis, explorate the reason of the formation of the agricultural environment problems and the reason of the Governance Dilemma, then further research on the new management mechanismand construction route.this study use the microscopic behavior analysis as a basis, draw lessons from the analysis framework of the stakeholder theory which originated in corporate management and widely applied in multi subjects' interest coordination mechanism,, build the research on a solid" rational behavior+performance+mechanism reconstruction" scientific analysis base.(2) To reveal the cause of the agricultural environment problems and the cause of Governance Dilemma comprehensively and systematically. The traditional research of the formation reason of agricultural environment problems more concentrated on the surface of the effects source, which resulted in a simple" problem+technology and standardized measures" research framework. This study draw lessons from the stakeholder theory frame, analysis the behavior selection mechanism of the agricultural environmental stakeholders and the formation mechanism of the common behavior results, thus to reveal the formation cause of the agricultural environment problems and the cause of governance dilemma.(3) The innovation of the agricultural environment management mechanism. Based on the innovation of the analysis framework and the overall system analysis of the cause, this study avoid the government pattern which use the traditional technology+regulation measures model, based on the stakeholders' behavior selection mechanism and the formation mechanism of the common behavior results,then unified considerate the formation and governance of the agricultural environment problems,to adjust the stakeholders' interests, the power structure, to innovate the coordination rules, then introduce in new stakeholders and other aspectsto systemly design a new management mechanism of the agricultural environment problems.
