The research, especially the empirical research on the measurement of international technology diffusion has very important significance, and the accuracy of the measurement directly affects the quality of the relevant research conclusions. Centering on establishing a new measurement of international technology diffusion (TGQ Method), and focusing on the establishment, application and evaluation of the measurement, the dissertation studies the measurement of international technology diffusion, the factors of influencing a country to obtain international technology diffusion via international trade, and the impact of international technology diffusion on domestic technology progress.With theoretical deductive method, empirical research, comparative research and case study, the dissertation proposes the following main conclusions:1. TGQ method has an advantage over the original measurement of international technology. Compared to the original methods such as C-H which neglects considering the factors including R&D efficiency difference among countries and technology diffusion of the third countries, the TGQ method achieves more realistic results. With the data of international trade to measure international technology diffusion, TGQ method is easier to obtain accurate resulting data. TGQ method can measure the international technology diffusion of a country brought by certain country, industry, and even product, with measuring results utilized in a wider application range.2. Technological Gap is the important factor affecting a country to obtain international technology diffusion. On the whole, the positive correlation between the international technology diffusion amount obtained by a country and technological gap is nearly linear. For most countries, there is no distinct threshold effect on the international technology diffusion obtained via import trade.3. The import structure affects the international technology diffusion amount of a country obtained via import. In import, the proportion of the high-tech products is larger, the international technology diffusion of a country obtained will be more. From two measurements of import structure, the import structure based goods (ISG) and the import structure based country (ISC) have their own advantages and disadvantages. ISG is appropriate for the horizontal comparison among different countries or different products contemporarily, while ISC is appropriate for the vertical comparison of the international technology diffusion obtained from certain specific country over the years.4. Available for the segmentation analysis of the international technology diffusion obtained via international trade, the shift-share analysis method can analyze the influence direction and degree of the international technology diffusion obtained more distinctly, which is beneficial to utilize the international technology diffusion to improve the domestic technology level via relevant channels.5. By the empirical analysis of the electronic and telecommunication equipment manufacturing industry, the dissertation quantizes the significant impact of the international technology diffusion on the technology improvement of this industry. The impact relates with not only trade partners, but also with the investment in domestic R&D, the number of domestic R&D personnel and the employees of this industry.The significance and innovation of this dissertation are as following:(1) based on the analysis of the defects of the original research methods, this dissertation innovatively establishes a TGQ method focusing on technological gap and trade structure to measure the international technology diffusion.(2) Introducing the shift-share analysis method into the international technology diffusion analysis, the dissertation analyzes the constitution change of the international technology diffusion. Taking advantage of shift-share analysis method, and dividing the factors causing the changes of the international technology diffusion into the area wide effect, the country mid effect and the competitive effect, the dissertation unscrambles the root causes of the international technology diffusion change obtained via import from2000to2009, and provides the direction for the international technology diffusion obtain via import.(3) The dissertation deeply explores the influence of technological gap and import structure on the international technology diffusion obtain via international trade, analyzes the relationship between technological gap and international technology diffusion, and finds out the answer to whether technological gap has threshold effect on the international technology diffusion. During the research of import structure influence on the international technology diffusion, the concept of diver gence index is proposed, which solves the identification problem when measuring the outlier of the international technology diffusion with TGQ method.(4) The dissertation describes how China obtains the international technology diffusion via import, deeply analyzes the causes and influence factors, proposes the policy suggestions on how China obtains more international technology diffusion via import trade.The possible existing problems:Some outliers may be concluded due to the international technology diffusion results affected by imbalanced export structure of some countries measured with TGQ method which is a new method to measure the international technology diffusion established by the author. When measuring the technology level of a country, the export structure is overly relied on, but the actual domestic technology level is neglected. There may be some other defects or problems in this dissertation the author has not realized.In the future, the deeper explorations on further perfecting the theoretical basis of TGQ method, refining the application scope of TGQ method, and widening the result application of the international technology diffusion measured by TGQ method can be made.
