In allusion to information technology "productivity paradox", scholars have introduced kinds of ways to explain IT value and have discussed the interaction between IT and organization on different views .Based on their research ,the dissertation discusses information technology project selection matching multi-criterion attribute of organization governance.Furthermore,the dissertation analyzes the substitution and complementarity effects incurred by IT. In order to explain competition advantage and performance advance,the dissertation analyzes governance implication of specific information system application in terms of inspiration and contract view on information economics. IT synergy effect among organizations is also discussed through resource-based theory, knowledge sharing and network view. IT project selection is key to the success of IT project implementation , it is important to evaluate project risk and value and select by appraising it match to multi-criterion attribute of organization governance ,taking account of decision-maker's preference .The dissertation advances a multi-criteria utility model based on value and risk in terms of strategy. To illustrate the application of the proposed model, four professionals are interviewed separately by decision-making simulation. The result proves that the model helps to select objectively a project most suitable to a firm from some proposed ones for managers. A specific IT system application can make information contracted, which may optimize potentially the contractors'inspiration. A model to examine the mutual effects between IT choice and governance choice is constructed. Inter-firm relation specific IT system can transfer market contract governance to a hybrid mode(by electronic cooperation), thus substitutes for management hierarchy(by vertical integration).The dissertation gives a case study about CPFR arrangement and points out its significant meaning in inter-firm governance as a relational contract. The resource-based view of firm is focused on resource attributes, which help to examine IT resource effect. Using the resource-based view, the dissertation develops a three-layer model of IT business value including focus firm, competition environment and macro environment that describes what is known about IT and organization performance relationship. The model not only synthesizes the quantitative studies of productivity paradox, also studies qualitatively IT competition advantage and the effects on organization performance incurred by IT from experience. The dissertation puts forward a process model of the complementarity effect on organization governance brought by IT from resource switching to capability view. Using knowledge-based view, the dissertation penetrates into interorganization knowledge sharing and the effects on indirect relational value brought by different IS capabilities, then a process model is provided based on network view. The success on IT application about HDB (Housing Development Board) in Singapore also proves that the synergy by IT resource and operation resource, human resource can give birth to higher organization performance and competitive advantage.
