The Research On Theory Of Governance & Application In The Circular Economy Of Urban

The government model is being seen used when many cities are developing the circular economy. Mostly, the effectiveness was not as good as espected because the old thinking way couldn't avoid the weekness of government ineffectiveness and the market ineffectiveness. According to the theory of governance, a urban governance of multi-subjects, incluing the public, praivte and people, has to be built for developing the circular economy. A complehensive policy system including the regular policy, maketable policy and participant policy, which functions the three-subject of public, pravite and people, the main material-flow fields including the land, energy, water and main materials, and three processes of input, throughput and output, should be built accordingly with three-set tools including national mechanism and government, marketable mechanism and profitial institutions, social participant mechanism and people. Those above can make sure the success of circular economy.Based on the Economics and New Pulbic Management Theory, the paper focused on the research on management frame work of circular economy in urban. The major works done in this thesis are as follows: the research on Circular Economy Theory and its path based on the international theories and practice; analysis on the mechanism how the governance functions the circular economy in urban in the angles of economics and public management theory; a frame work of circular economy's management and a matrix of policies in urban management for circular economy development based on the governance theory; a evaluation system for the circular economy in urban was built up. Shanghai was the first example of application with it; factor 4 strategy was put farward to develop the circular economy in Shanghai, and a policy's matrix of 3P+3R+3I was built accordingly; the policy systems of land, energy, water of Shanghai based on the theory of governance.The main innovative points in this paper are: firstly, different from commonapproach and path of research, a urban management frame work, which is of multi-subjects, induing the public, praivte and people, has put faward for developing the circular economy with the conceptional tools like participant governance, pravitiation,etc, based on the governance theory initiated at 90's in the last centry. Secondly, different from old policy making ways to control the pollution with only regular policy, a complehensive policy system including the regular policy, maketable policy and participant policy, which functions the three subjects of public, pravite and people, the main material-flow fields including the land, energy, water and main materials, and three processes of input, throughput and output, has been built for developing the circular economy.At last, with application to the main research results of this paper and the research on the related information of Shanghai, a strategy of factor 4 was put farward to develop the circular economy in Shanghai with the approach of scenio analysis. And a policy's matrix of three-subject, three-process and three-policy-instrument was built accordingly for circular economy in Shanghai. These suggestions are in detail and purposeful for Shanghai.
