The knowledge is the source of enterprise' core competition, while organizational learning is the useful way to get, digest, integrate and innovate knowledge, it's also useful to improve enterprise' competition. The improving theory and practice is very helpful to researches and enterprise' leaders, they pay more attention to recognize the importance of organizational learning. More and more companies are becoming learning organization under the knowledge globalization.Learning capacity reflect the effect of organizational learning, it's also the index to indicate enterprise' competition. How to improve it? The improving mechanism can help you. This paper focuses on studying following issues:The concept and it's evaluation of learning capacity was researched, in order to know the ability to recognize and reflect the information out and inner organization as a whole of learning capacity. After analyzing the elements of learning capacity, people can know it's ability include alert, recognize, transmit and adjust ability.The harmonious mechanism about organizational learning is very useful to improve learning capacity, and it's core part of the paper. People are the learning entity, individual learning, group learning, organizational learning and learning among the companies are the four elements of organizational harmonious learning. After analyzing the concept of learning capacity, the model of organizational harmonious learning was built, and the degree of harmony of organizational harmonious learning is measured. Then, the relationship between enterprise' performance and organizational harmonious learning was studied by case study, it illustrate that the degree of harmony of organizational learning and its elements have a good relation.Learning disability constraints the learning capacity, in order to improve learning capacity it must be eliminated. The model to identify the learning disability was built after analyzing its source reasons, the snow collapse model of learning disability was studied, after that the ways to eliminate learning disability was suggested based on the organizational lifecycle theory.In order to improve the learning capacity following ways can be applied: improving function of learning organization, using organizational harmonious learning,eliminating learning disability. These tactics can guide company improve its core competition in theory and practice.Considering the elements of organizational learning, the effect of organizational learning was evaluated by using a modified orthogonalized projection method. Result indicates that the effect of organizational learning can be measured well by this method, learning capacity and learning disability are main factors to organizational learning, different hierarchy of manager have different to organizational learning. The helpful evaluate model was suggested and the effective way to find the problem in company was also proved.
