Plant Consultancy,belonging to the field of Engineering Consulting Industry inforeign countries, has been widely used as a efficient management method. Theinvestment for large engineering projects increases gradually in China during recentyears, and plants account for a large scale in such projects. As a result, the quality,schedule and cost of plants are the determining factors of a project. So controlling thewhole operation of plants has attracted peoples' great attention. What's more, with thedevelopment of Market Economy in China and the reform of management regime,especially the demand of observing international rules of engineering operation, theregime of Plant Consultancy was originally put forward in China in 1999 and was putinto practice in 2003. Fundamental works of Plant Consultancy Regime have beendone in Shanghai and Zhejiang Province, but in other provinces such works are just inbeginning process. Correlative researches at present are mainly focused on thepractice of Plant Consultancy. Based on these researches and from the view oftheoretic and practical method, this paper makes such researches as follows:Firstly, this paper researches the position of Plant Consultancy. As a newmanagement regime, this paper analyzes the connotation, the object style and thecharacteristic of Plant Consultancy and establishes its system. Then this paperdiscloses the relation and differences between Plant Consultancy, EngineeringConsulting, administration supervision to the government, Construction Consultancyand Project Management.Secondly, by using Game Theory and Agent-Principle Theory, this paper makesresearch on the incentive mechanism of Plant Consultancy. Based on the deeplyanalysis about the relationship between employer, plant consultancy enterprise andcontractor, this paper establishes the Agent-Principle model between employer &plant consultancy enterprise and the Game Theory model between contractor & plantconsultancy enterprise. Though designing optimal incentive mechanism, theconstraint between these three principle parts is implemented, and then the finalobject of ensuring the requirements of plants is realized.Thirdly, this paper researches the method for controlling the object of PlantConsultancy. This paper determines the three objects of Plant Consultancy and thecontrolling rules of these objects, and then analyzes the accumulative process of suchobjects. Then, through analyzing the characteristics of forming procedures of plants,this paper puts forward the method for controlling the object of Plant Consultancy andanalyzing the implemental controlling methods for different forming stages of plants.Fourthly, by using the collision and coordination theory, this paper researches thecollision style of Plant Consultancy. Moreover, this paper demonstrates thecoordination between the intern of plant consultancy enterprise, employer, plantconsultancy enterprise, contractor and the correlative departments of the government.Finally, by using the theory of Customer Satisfaction Degree and FuzzyEvaluation Theory, this paper analyzes the characteristic of service quality of PlantConsultancy, constructs the evaluation index systems and establishes Employer,Satisfaction Degree model & Fuzzy Synthetic Evaluation model for service quality ofPlant Consultancy.
