Using literature research method, investigation method, logic analysis method, of Wuqi oil production plant in incentive mechanism of all kinds of information are more and in-depth discussion, in order to demonstrate the conclusions and suggestions. The purpose of the study is to explain that the talent is the most basic and the most important creative resources of the enterprise, which is the decisive factor for the development of enterprises.
