The study on Chinese local governments' competition strategy: an analyzing perspective from behavior theory—is proposed in this thesis. This research has the following theoretical and practical significance: it is helpful for us to understand the impellent and restraint mechanism of the local governments in pushing up the increase of Chinese economy;it is helpful to open up the research scope of the strategic competition;it is helpful to probe competitive behaviors of the local governments on the basis of the strategic management theory.Firstly, it is indicated in the thesis that an intrinsic motion logic is existing in the competitive strategy's formation and implementation of the local governments if we embark them from the behavior theory. That is: the local governments are sure to be stimulated exteriorly in the reforming process of the economic society;The logcal governments form their own cognitive choices and combinations through understanding and observating the exterior stimulus, and set their own strategic goal and the strategic position;According to such a strategic goal and the strategic position, comparing the existing resources and their own capabilities, they are well aware of the existing strategic contradictory;In view of such a unique strategic contradictory, the local governments make a reasonable choice in many kinds of strategies;After this competitive strategy is implemented effectively, the local governments will decide whether they can renew or promote such a strategy, taking account of the present strategic effects.Secondly, it is pointed out in the thesis that, in the process of economical reforming with the market orientation as a goal, the local governments gradually become paramarket mainbodies which have their own obvious and independent benefits. Therefore, the local governments inevitably become mainbodies in the strategic competition. Furthermore these evolutions all originate from certain institutional factors. Such following exterior stimulus can be considered: the public finance decentralization, the government's achievements assessment, the jurisdictional citizens and the strategic groups. The strategic competititon behaviors of the local governments are maily affected by the above factors. Looked from themainbodies' cognition, the local governments gradually evolve "the enterprise-management governments" and then the officials gradually become "the public entrepreneurs".Thirdly, it is believed in the thesis that the unique nature, function and manifestation are accompanied with the local governments' strategic competiton behaviors. In the foundation of behavioral analysis, the characteristic, general request and trait of the local governments' competitive strategy are elaborated. The forming process of the local governments' competitive strategy generally is: discovering the strategic contradictory through the SWOT analysis and matching the suitable strategic plan with the strategic contradictory. The basic strategic types of the local governments' competition are also induced.Fourthly, the thesis raises the opinion that the positive effects from the local governments' competitions lie in: pushing up the the drive of Chinese economy increase;speeding up the steps of institutional innovation in local governments;promoting the public goods supplies and encouraging the adventurous spirit of public entrepreneurs. Meanwhile in the competitive process among the local governments, some problems are naturally in existence, such as: building redundant projects, capturing the raw materials, the regional protectionism and the economic externality. But,in the overall,local govemments'competition has more positive effects than the negative effects. Therefore, the local governments' benefits must be surmounted, the central government should encourage, guide and normalize the competitive behaviors among the local governments.
