Nowadays, China has been experiencing a profound social reform, which chiefly contains economic transition and social shift, and the relevant purpose is to establish social market economic mechanism and accomplish modernizations. This deepgoing social reform determines that China possesses particular institutional background in carrying forward its own industrialization and urbanization which is completely different from these of western countries. Hence, the developing of urbanization in developing countries is certain to show more complex aspects. The thesis plans to study China's urbanization based on this institutional background. Moreover, urbanization itself is a social systematic project, various systems influence one another, which have formed a complicated institutional system and produced a great impact on the progress of urbanization. Therefore, starting with the analysis of institutional system and attempting to make clear the internal logical relationships among the them, I choose the institutional system as the beginning point of my thesis so as to eliminate the institutional barriers in pushing on urbanization and establish the relevant framework which is not only in keeping with the requirements of modernization but also to beneficial to successfully carrying out China's urbanization.The thesis puts forward the view that we ought to do research in China's urbanization under the framework of focusing on the institutional supporting systems, with development economics, institutional economics, urban economics, etc. comprehensively applied. Under the leading of systematic thought, the author firstly analyze the elements which constitute the framework of institutional supporting systems in urbanization, and the time span is divided into two historic phases.In the traditional planning economy period, owing to China's giving-priority-to-the-development-of-heavy-industry strategy, highly concentrated planning economic mechanism could not depend on market to deploy resources, but merely on planning mechanism, thereby the urbanization obviously showed the feature of government guiding, and the relevant institutional arrangements had been determined according to this strategy as well.
