The impact of the level of operation management in civil airlines on the efficiency, income and development appears with the civil aviation developing fast and the market opened step by step in recent years in China. Especially the flight delay management and human resource programming for pilots are focuses existing widely in airlines in China. The higher the punctuality rate is, the less the cost is, and airlines can improve the competitiveness ultimately. And the importance of human resource programming for pilots comes from the particularity of the career. The two problems are considered in the thesis.In flight delay management, the punctuality rate assessing system is considered to urge the subsidiary companies work for less flight delay so that the punctuality rate of the parent company rises. The key of the problem is to give the reasonable standard for assessment and depict the impact of the punctuality rate of the subsidiary company on that of the parent company considering the condition of the subsidiary company. The contribution rate is given according to management by objective and the contribution of the subsidiary company to the parent company is based on the reason of flight delay and the amount of flights of the subsidiary company. If the cost of the subsidiary company is not considered, the general assessing scheme is from the mathematical programming model considering the standard of the punctuality rate given by the general administration of civil aviation of China, the range of the sum for encouraging or punishing, the sum correlative to the punctuality rate of the parent company and different unit price for different subsection of the contribution rate. The algorithm is given on the method of bisection because the model is a single factor optimization problem. If the parent company and the subsidiary companies cooperate to avoid some controllable delay, the long-term income of the parent company increases while the subsidiary companies should be encouraged for more because of...
