Human resource is the most valuable resource. The enterprise strategy realizes must depend on the staff of the company closely. To develop competitive advantage and improve competitive ability, enterprise must own and keep talented employees. It is required that enterprise must promote human resource planning rationally. Human resource planning addresses how an enterprise intends to implement its strategy from a human resource perspective. It is the process through which an enterprise determines its human resource requirements and develops plans for how these resources can best be acquired, deployed, developed and managed. Human resource planning addresses the demand for and supply of workers and creates action plans whenever a gap arises between the two. Human resource planning is must to serve in business enterprise strategy.This paper first discusses the theory, method and clarifies the increasingly outstanding position of the human resources management in modern enterprise management and the increasingly important role of human resources planning in the formulation and implementation of enterprises development strategies; and then on the basis of the deep analysis of the development strategy of this enterprise, the status of human resources management and the internal and external environment affecting the human resources planning, using the quantitative analysis of the trend computing combining the qualitative analysis of the experience forecasting, this paper makes a deep analysis of the situation about the supply and demand of human resources and works out the present situation of supply and demand of human resources in this enterprise; on this basis this paper designs a 4-year program of human resources planning and finally constitutes a series of safeguard measures of human resources planning implementation.It presents the relationship of human resource planning and enterprise strategy outstandingly in the research process of this paper. It is beneficial to enhance strategic position of human resource management. The conclusion can help Pan Korea Yingkou Ferry Limited Liability Company to improve human resource management, and it can also offer the way of problems solutions in human resource management.
