Research on China's Local Government Behavior Driven by Multi-interests in Transitional Period is a research project with both theoretical and realistic significance. Its theoretical significance lies in the importance of local government as an important principal part of behavior in the research of institutional economics. The in-depth research of economic transition process of China is closely related with local government. Realistically speaking, some obvious changes have taken place to China's local government behavior and it has shown various characteristics. The happening of many economic and social phenomena has pushed local government to the critical verge. There exist a lot of disputation at present on how to recognize and understand the characteristics and evolvement trend of local government behavior. It is very necessary to make an in-depth analysis of behavior characteristics of local government to promote the reform process of China and the innovation of local economic systems. The main purpose of choosing such a project is because of the direct and important impact of local government's behavior to the whole country. During the process of economic and social transition, local government is a social organization, which undertakes special function and plays an important role. It is an important part of economic system and its behavior characteristics and impact will affect the whole country's economic development, economic transition and institution innovation. From the viewpoints of institution economy, the dissertation uses cost-benefit analysis and puts forward a comparatively complete theory frame and conclusion after thorough research and analysis.
