The Research Of The Local Government Investment System During The Social Transitional Period In China

The research on local government public investment has long been a weak link in our fiscal research work. In particular along with the gradual establishment of public finance system in our country, there is difference in the scope and manner of local public investment, simultaneously the theoretical discussion about the investment scale, structure and profit continuously is the core of consummation of the public finance system. Therefore, the topic chosen by this paper undoubtedly has important theoretical values.Moreover, in the process of our market reform and the transforms of our governmental functions, the public investment scale of local government has not been controlled effectively, the structure is irrational, and the profit long-term is low. Thus studying on the public investment behavior of local government, determining the scale reasonably, optimizing the structure and displaying the profit, have important practical significance to impel the regional economy.This paper utilizes many kinds of methods synthetically such as standard analysis and positive analysis, overall analysis and individual analysis, scale analysis and structure analysis and so on, promulgates and analyzes the problems of the local government public investment and puts forward some suggestions. There are three parts in this paper:The first part is theoretic analysis regarding the local government public investment. This part defines the meaning, reliance and main functions of the government public investment.The second part discourse on the Behavior characteristic of the local government public investment in a Social Transitional Period detailedly. Why the local government to hanker to invest and the problem coming into being from it.According to the problem of the fore chapter points out, the third part discusses the solving method of the local government from the public goods and program management, enforce the audit of the local government investment and illustrate it with the case of Chengdu New Village Construction.The state proposed the strategic target of Sustainable development. In this case, with the new situation, stage, request, how does the local authority reform the government investment system, is suspends in front of us urgently and need to research.
