Study On Agricultural Water Irrigation Management System In China

With the development of society and economy of China, the conflict between the limitation of water resources and the unlimited of human being's demand is increasing sharply. Irrigation is the majority industry for water using, and it costs 80 percent of the total amount of the water resource. To solve this antinomy, it is important to adopt the engineering technique measure to develop the new resources of water and save the water. But after learning the experience of other countries, it is noticed that, strengthening the management of the water resources and reforming the lag management system that is mismatch are more important and effective.On the basis of studying on the prosperity theory, the public product theory and the trade cost theory, the thesis analyses the history, status and reforming of the irrigation management system of China. It also emphasizes the nessery of clarifying the water right and setting up and completing the water right market and water price reform. Using the Water User Association (WUA) evaluation system, the thesis analyzed the outcomes of three irrigation districts (ID), which named Hunan Tieshan ID, Hubei Dongfeng ID and Shandong Yuchengpanzhuang ID, and WUAs's irrigation management system reform. Only after constructing and completing the Self-management Irrigation and Drainage District (SIDD) mode and enhancing the participating awareness of water users, can the sustainable development object of irrigation under the market oriental system be realized. Futher more, the thesis analyzed the role of irrigation in improvement of farmers' livehoods and income increasing.Because the agriculture irrigation water and infrastructure have more obvious public product characteristic, so"public land tragedy" always happens in this sector. Some one uses but no one maintains with the serious wasting of water. Thesis uses relative theories to analyze the reasons of the phenomenon, and thought that clarifying the water right and prosperity of the irrigation infrastructure, and setting up and completing the water right market were the way accessing the effective water distribution and sustaninable using of the irrigation infrastructure.The study analyzed the reforming history of China's irrigation management system, and thought that current management system is the outcome of the traditional planned economy system.
