Our country is a large agricultural nation, and agricultural production has been occupying the larger proportion of the industry structure. Food safety involved the people's livelihood and the social stability. As irrigation which is the lifeblood of agriculture has a significant influence on agricultural production relation, and this can be obviously observed in areas lack of water along the yellow river. In recent years , with the water resource'sharp decrease, problems of the old management system to Yellow River irrigation has been increasingly prominent. Based on the situation, the author intend to propose a new management system by making theoretical analysis , typical analysis and experience introduction to solve the current outstanding problems.This article is divided into six parts: The first part is introduction, which is mainly about the research background, purpose and meaning and the analysis and evaluation research situation as well as the innovation points and existence deficiency of the article; the second part expounds the theoretical basis of the irrigation water management system reform.. The theory of property ,the theory of the public choice and the theory of expense business as well as the function to the irrigation water management system reform is elaborated in this part; the third part involves the empirical analysis of the mountain irrigation water management system. The successful experience of participatory management system, the water right system, pricing mechanism is elaborated in the article. The problem in the running input mechanism and the water use supervision mechanism is related too in order to provide reality basis to the reform design; the forth part is about the foreign participatory management experience. Take the participatory water management cases of developed countries as France, America and developing countries as Mexico, Turkey for example, the cases are analysis and experience is put forward to provide experience basis to the reform design; the fifth part is about the reform design of water management The mode of"Irrigation - water user association– farmers"is established and the relevant system is also consummated; the sixth part is the summary and the perspective view of the article.ConclusionFirstly , through the investigation of the Yellow River irrigation water management system: irrigation area has problems of unclear ownership on the water rights management and public attribute excessively; as for the public administration, the combination of special management and multi management has problems of management mainstay singleness and the management means administrative. The influence to the irrigation area is: the use ratio of water resource is low ;the waste of water in irrigation is critical; the costs of run management is too high; water resource allocation property is low and hard to flow effectively.Secondly, it is sustained in the article that the mode of the"Irrigation - water user association– farmers"is more suitable Yellow River irrigation as it helps to get rid of the influence that administrative region make on irrigation, as well as the situation of water dispatching and water costs collection difficult .Besides , water user can also be mobilize to take part in the field management which has effectively reduce waste water and improve water use efficiency.Thirdly, according to the actual situation of yellow river irrigation area , especially the mountain irrigation area, it is sustained in the article that introducing participatory management should be the mainline of the water management system reform and the reforming and improving the water rights and poses , water pricing, water supervision, the costs of running, water dispatching mechanism as the auxiliary.
