From the view of global economic integration, comparing with the large business of overseas, the state-owned enterprise face more intensive competition than ever since we joined in WTO. Not only the perfect system of the modern business has not build, but also the model of business management is week in our country. Learning from the developed countries on their management experience and technology is helpful to us in improving the level of management, the efficiency and the effectiveness of state-owned enterprise.The theory of BPR is a kind of management theory, which formed gradually with the application of high-tech, particularly of IT during the production practice in developed countries. The BPR theory is put forward as it is the inevitable result of the development of social productive forces. BPR has been applied widely in developed countries, such as USA. However, the big gap in the level of productive forces made us unable to follow their existing model. We have to set up our own theory and method. Before the transformation arrive, various scholars have already discussed deeply and analyzed on the management idea, organization system, management pattern and incentive mechanism of our enterprises. The theory of BPR originated from the flourishing market of developed countries, it is not fully fit to our conditions in microcosmic and macrocosmic, so we have to combine our actual situation to assimilate. To narrow the disparities with the developed country, the state-owned enterprise should insist on the opinion that develop the useful and discard the useless. To arm and develop with advanced management idea has great realistic meaning in enhancing the competition ability of our state-owned enterprise.
