In the more than 10 years development process of China's telecommunications market reform, with the government policy guidance and support, the entire telecommunications industry rapidly developed, he scale of users rapidly expanded, the most advanced communication technologies was used, fee levels continued to decline, and the quality of services were significantly enhanced. Domestic telecommunications market has experienced a series of reform measures, including inducing competition, dividing the corporate from the government, and restructuring corporate, and has scored brilliant achievements and made tremendous contributions in the development of the national economy. Telecommunications industry increasingly has aroused public concern. Many government research institutions, experts and scholars, and institutions of higher school, made specialized research on the various aspects of the telecommunications market.This paper made use of the combination of theory and practice, of static analysis and dynamic analysis, and of empirical analysis and normative analysis. On the base of existing national telecommunications market research, we analyzed competition mode and the efficiency of resource distribution in the development of the domestic telecommunications market. In the process of the telecommunications market structure and property rights structure changes, through building the evaluation model of the efficiency of resource distribution, we proved that some changes of the telecommunications market had an active effect, and then analyzed competition mode and the development direction of the telecommunications market and several related faces of government regulatory environment, finally made recommendations.`In the 1980s, the postal system of the majority of countries including developed and...
