In recent years, with the development of communications industry, the telecommunicationenterprises are in the stage of transformation and upgrading. The full business environment andmany other reasons have brought the huge challenge. The key to sustainable development ofenterprise is to improve the production efficiency. However, the production efficiency oftelecommunication enterprise is declining. The redundancy of human resources is one of thereasons for the drop in efficiency. The human resource efficiency is an important aspect of theproduction efficiency. So, it’s very important to evaluate the human resource efficiency reasonably.From the view of multiple inputs and multiple outputs, the paper evaluates the human resourceefficiency reasonably with the DEA model, combining with the characteristics oftelecommunications enterprises. Specifically, the key work involves: firstly, this paper applies thetheory and definite the human resource efficiency. The human resource points the effective outputbrought out by human resource in the process of putting into resources. It’s the ratio of input andoutput of human resource. It’s the effect of human resource allocation. And it’s the total factorproductivity of human resource. Secondly, according the definition of human resource efficiency,this paper builds the input and output index system based on DEA model, from the view of thenumber、quality and structure of human resource. At last, the paper chooses the data from2010to2011of a telecommunication enterprise. Then the paper conducts the empirical study ofemployment structure efficiency, academic structure efficiency and professional structure efficiencyof31subsidiary companies. The results prove that: most of the subsidiary companies have theredundancy of human resources, and have the problems of human resource allocation. And then thispaper put forward some measures and suggestions.
