In the fierce competition, in order to seize opportunities and seek development it is very difficult to only depend upon the independent behavior of individual leader to adapt to different social requests. It is of great necessity to rely on the leading group (also known as leadership) to form an integrated work force, and fully displays its overall effectiveness. The leading group with high efficiency and quick rhythm that can shoulder the modernization not only needs the remarkable talent leaders, moreover needs the best structure combination among these leaders. In a variety of structural elements, a reasonable structure of the personality between members of the leading group has increasingly become more and more important to the full effectiveness of the overall play. Therefore, it is not only of great theoretical significance, but also of important practical value for an organization to apply psychological theories to its leadership arrangement so as to improve its talents of competitiveness and sustainable development.Using theories of psychology, leadership, management and other relevant disciplines, this research not only explores the integrated efficiency of bureau-level leading groups theoretically, but also discusses its reasonable structure elements empirically. Then this research designs a structure-element model for the arrangement of Chinese bureau-level leadership. Meanwhile, this research designs the evaluation questionnaire to examine the integrated efficiency of bureau-level leadership, which is well proved by the statistical analysis in effective and credible degrees. On the basis of testing the integrated efficiency of 19 random samples of the bureau-level leading groups, this research chooses two samples to make a comparison, and uses a series of psychological examinations to study their integrated efficiency. On the basis of the sample expansion, this research initially establishes a personality-structure (primarily temperament-style structure) models of bureau-level leadership. They are scientifically and reasonably provide a psychological basis for the arrangement of Chinese bureau-level leadership.In the theoretical part of this dissertation, after reviewing the relevant literatures on the integrated efficiency of leadership this research not only summarizes some theories that it can learn from but also finds out some theoretical and empirical blanks in past studies, which is the theoretical and practical value of this dissertation.
