Housing is one of the basic necessities essential for life. Since human being entered into the civilized society, housing becomes one of the most essential parts of the production of material goods. With the outcome of commodity economy and the emergence of cities, commoditized housing production has become the basic form of housing production in cities, housing has evolved into an independent and important sector in a national economy.Owing to the land carrying property of houses, the commodity production of housing is closely associated with the land policy of a country or a region. In the process of urbanization in Britain after the industrial revolution, housing problems such as labor housing shortage and the worsening of city sanitary status affected greatly the social production and social life. The government was forced to make specified policies to regularize housing development, which came into being the earliest housing policies. Thereafter, housing development policy became an important part of governmental public policies.Since the establishment of the P.R.C., the land law determined different natures of land in cty and in rural area, shaping the segmentation of city and ruraul areas in China. Under the planned economic system, city housing development was part of the urban planned economic system. With the establishment of market economic system, city housing development transformed into the commoditized and socialized production. In accordance with the law, commoditized housing is only confined in cities, where the city government grants land use right on behalf of the central government, making up the origins of city housing development. Therefore, city governments have the fuctions of market supervision, visible market, registration management of commoditized housing production.This research focuses on housing polocies of city government.
