In recent years, countries over the world are all having strong competition pressures. They have all joined the government's recreating action to learning company's management. Both the government and the enterprises require the cooperation from human resources management in order to achieve their goals. Good tactical practice of human resources management can efficiently help government and enterprises reduce the cost on hiring. But reducing staffs' flow rate, whether or not this practice improves working performances and attitudes, and the possibility of creating conflicting, ambiguous, or overloaded roles are all important concerns that the governments and enterprises should pay attention to. Therefore this research focused on the tax-related workers in Ministry of Finance, and surveyed them on "role realization" and "working attitude" and the relationship between the two. The result can be used as a reference when making decisions on human resources management, and also making the decisions more humanized. The questionnaire used in this research is based on Likert Scale; methodology of it was divided into 5 scales. And the reliability analysis, validity analysis, principal components analysis, factor analysis, cluster analysis, and canonical correlation analysis were all done through the use of statistics software, EXCAL, SPSS, STATISTICA, ···etc. This improves the objectivity and credibility of this research.
