Research On Evaluation And Incentive Mechanism Of Cycling Economy

In the background of facing the predicament of resources shortage, environment deterioration, ecological crisis and the difficulty of maintaining mankind development, the conception of cycling economy is advocated along with the thought and practice of the sustainable development. Developing cycling economy and establishing cycling society are the essential ways and realization methods of implementing sustainable development strategy in our country and even all over the world.The core connotation of cycling economy is to insure cycling utilization of resource and positive conversion of environmental ecosystem on the premises of keeping economic development. At present, we are on the crucial phase of modernization construction of"carrying out the policy of the scientific development and overall construction for affluent society", and the policy-law systems and resources environment management systems matching the conception of cycling economy are urgently needed to found. It is necessary to make thorough research on the theory and practice of cycling economy, especially the fitting quantitative analysis and scientific technique economy analysis as the reference during decision-making and the effect evaluation after decision-making. Whereas, now the comprehensive quantitative research on cycling economy is just the beginning in our country, I will try my best to make a breakthrough and an innovation in the quantitative research and theory reorganization and practice exploration of cycling economy. Granted by the soft science project, the Countermeasure Research of Cycling Economy Development in Tangsan City of Hebei, and according to the basic theory of cycling economy and considering the newly results of domestic & foreign cycling economy study, and based on the actual circumstance of cycling economy development in our country, the dissertation focuses on the quantitative research about synthesis evaluation, economic incentive mechanism and game analysis, and sets forth the relative mathematic models by adopting the methodology and theory of techno-economics, applied statistics, game theory, information economics. This study can enrich and promote the theory research level of cycling economy and strengthen the decision-making of the cycling economy scientifically and foreseeingly. The main contents and innovation points are asfollows:(1) The existing fundamental theories of cycling economy are systematically reorganized and commented, as a result, its foundation theory frame is set up. (2) In terms of the evaluation methods of sustainable development and the chief characteristics of cycling economy development in our country, the index systems of the evaluation of cycling economy are established and the mathematic model of fuzzy synthesis evaluation is designed through the combination of fuzzy theory and Analytic Hierarchy Processing. According to the established evaluation method, the empirical study on level of cycling economy of the city controlled directly by the central government is investigated. (3) A set of incentive mechanism models to analyze government guide and excite enterprises and enterprisers to develop cycling economy from themselves interest are designed in detail in the dissertation by means of principal-agent methods of information economics and motivation theory. (4) Utilizing game theory and method, many stages dynamic game models are constructed to investigate how the government designs different R&D subsidy proportion for different cooperative mode between enterprises to promote them to engage in the R&D key technology of cycling economy. (5) The relative realization approach to the existing problems of cycling economy development in china is put forward in dissertation, too. (6)An empirical study of cycling economy development in Tangsan City is conducted.
