Government regulation indicates that government uses the state's power to control choices and behaviors of the enterprises by law in the market economy. It is also an act in which government exerts public powers to restrict and control the behavior of individuals and organizations by formulating certain rules. Government regulation's normative aim is to ameliorate market failure and maximize social welfare. Market malfunction is caused by the following aspects: information problem, exterior problem, monopoly problem, short-term action problem and distribution problem. The right policy of government regulation is conductive to the prevention of monopoly, the transparency of information as well as the maintenance of social justice. Nevertheless, it doesn't always work well and can fail sometimes. The reform of it aims at achieving a sound government control, which is characterized by such basic principles as public interest, necessity, feasibility, openness, rule by law, efficiency, harmony, information, proportion and conciseness.In the energy field it is same necessary to find a better way to improve the effect of government regulation. Especially when market competition mechanisms are brought into full play for optimization of resource allocation in China, it should be researched how to solve some academic and practical problems such as the role of government in the energy field and so on. The general objectives of the regulation are to ensure implementation of the country's overall energy strategy. A good regulation would serve as a mark of Chinese government's control reform in the energy field.By analyzing the reasons and process of government regulation, the writer tries to draw some enlightenment for the implement of Chinese government regulation in energy field. Generally speaking, the analysis shows that economic regulation sometimes has a negative effect on the development of energy supply, and that the social regulation can promote healthy growth of energy industry. Hence, a conclusion is drawn that the economic regulation must be further loosened and reformed but the social regulation should be strengthened.The article try to make clear the different regulation aim and measures in major fields of energy, including fossil energy, electric power, renewable energy and so on. Furthermore, because the strong growth in demand for energy is the fundamental reason for the importance of energy supply, it is obvious that the measures of regulation in energy-saving field should also be analyzed. The writer continues to discuss how to achieve harmony of coexisting regulation policies of different energy industry in China by researching some cases in real economy life. For example, the price relationship between and the industry structures of coal industry (CI) and electric power industry (EPI), the inter-dependency and the contradiction between the two industries are analyzed. Under the condition of market economy, government regulation should set up new ideas to use more price leverage to adjust market supply and demand by deepening reform, remolding government image, reining market, strengthening service etc, in order to promote the transform of the coal-electricity relationship.According to the writer, government regulation system is determined by various factors such as national economy, the relations between different social circles and political demand and administrative course, which may give us some idea of how to build a mechanism of regulation and carry out Chinese government regulation reform. The writer advises that should be settled at this time include: restructuring the energy management system of the government and establishing a unified a energy department within the government. It is necessary to separate the energy regulation system and the energy management system of the government in the future for improving the energy industry system and its efficiency.
