A Research On Government Regulation To China's Natural Gas Industry

Natural gas is one of the clean and high qualities products in primary energy. Develop the gas vigorously is beneficial for the relief of strained situation in present energy supplying; in favor of environmental protection;also it is good for accelerating the structural transformation of energy, enhancing the energy utilization efficiency and promote a rapid development of national economy. Due to the character of monopoly, a government regulation is necessary. However, the disorderliness of regulation subjects, lack of resilience in prices setting mechanism and unreasonable of entry permit and imperfection of law system have brought some serious problems in the course of government regulation.For changing this situation, self-research is needed, also we should learn some useful regulatory experience of developed countries, such as setting up the independent nature gas administration office and independent regulatory office; perfecting laws and regulations; reform the natural gas pricing mechanism, establish a sectional type of entry permit institution. Only these can we handle the facing problems and made a rapid development of Nature gas industry.
