A high increase of health expenditure appears in every developed country over the last two decades. It has become a cosmopolitan issue that how to control its increase with great efficiency. A social health insurance reform has begun since 1998 in China, but a costly treatment has without resolved completely. With the increase of the health expenditure out of the extent to the people, and surplus is descended year by year, the study of risks in social health insurance and to harmonize with beneficiary parties are become urgent affairs.The risk study of the social health insurance reform in this paper refers to the fields such as economic theory, actuarial theory, time series, risk theory, game theory and information economics. The paper analyzed and deals with risks from aspects of macro-economics to microeconomics. Since social health insurance significantly depends upon environment. It provide different studies from the western countries on the economy, regime and medical care system, things similar in form but distinct in kind.In general, the paper has s innovation as following:1. Since the reform of medical regime in China, it leads to a series of complex risking features. In order to study on the risks, this paper classifies and recognizes all kinds of risks from aspects of macro-economics to microeconomics, designed the questionnaires and made a large-scale survey covered many hospitals in Xi' an. Using statistics software, the paper deals with the data and gains many useful results which reflect the regional insurance situation.2. Based exiting widely of asymmetric information and Albert Ma's model, this dissertation analyzed the motivations of patient and doctors in social health insurance, with the confirmatory of moral hazard and adverse selection in health insurance of China , an doctor-patient game model and the mixed game model are developed to indicate what causes the health care expenditure overspending. some flaw in the health insurance system and supervision absences. Some strategy and method are provides which can be used as guidelines in practices3. On the studies the proportion between premium and salary, this dissertation estimates resident's income distribution and high income distribution through which getting result of income structure and parameter's change trend, and most of the resident have lower income and their earning gap become greater.
