New Industrialialization Goal Modes And Ways In Chinese Different Areas

There are two restricted conditions in the driving process of new industrialization as a development mode: in terms of the space, it is pursued in a certain economic area or administrative area; in terms of the time, the goal should be defined and the feasible way from the starting point to the terminal point should be fixed. So in this article, the economic area of Sichuan and Chongqing serves as a research sample, stressing the goal mode of regional new industrialization and their way to realization. Its main contents discuss in the following areas:(1) Regional New Industrialization Goal ModeThe old Industrialization Goal Mode takes constant increase of the proportion of industry added value in GDP and working population of industrial department as its ultimate goal. Although there are different definitions of New Industrialization Goal Mode in the theoretical circle, by comparison, new industrialization realizes its goals by means of economic structure adjustment by scientific improvement and the harmonious development between the subjects of industry and the ecological environment. New Industrialization Goal Mode emphasizes the intensive growth by balancing the speed and efficiency. On this basis, in this article, I put forward Regional New Industrialization Goal Mode defined as "double effect semi-internally-repeatedly-driven industrialization goal mode". The double effect is the effect of scientific and technological improvement and structure adjustment. The "repeatedly-driven" is that the result of scientific and technological improvement and structure adjustment pushes industrialization forward repeatedly. The "semi-internal" is the double roles of government and market and their mutual effect during the process of industrialization.(2) The Measuring Targets and the Judgement System of Regional New IndustrializationThe theoretical circle adopts the single target of total amount or structure to judge regional new industrialization. In order to overcome this limitation, the article adopts the AHP way to measure the goal, target system and realization degree of regional new industrialization.
