Persisting in the dialectical materialism, adopting combination method of theoretical demonstration with criterion analysis and that of historical analysis with logical induction, this article takes the strategic transform of the state-owned commercial banks of China as the study subject with the help of viewpoints of history, contravention and development. For reference using different developing strategies and management measures of abroad commercial banks during their different developing stages, this article studies the external enviorenment and internal requirements and points out that the core of the strategic transform rests with the managing model and the increasing fashion, concretely including the changeovers from nationalization to internationalization, from'weak headquarters with strong branches'to'intensiveness with flatting and de-lamination, from singular business to synthetic financial service, from unified structure of management resource to pluralistic structure. In the viewpoint of business operation, it is required to be on the guidance of scientific development concept, push the changeover and improvement of the state-owned commercial banks at marketing mechanism, risk management mechanism, organization frame mechanism and performance examination mechanism for speeding up their strategic transform from'substantial bank'to'dummy bank',from'department bank'to'flow bank'and from'financial agency'to'service agency'in the interest of continuously optimizing the business structure, asset structure, liability structure, revenue structure and customer structure so as to construct our state-owned banks into realistic modern financial enterprises with internationally competitive predominance.This article proposes the development direction for the changeover from'financial agency'to'service agency'with the help of concrete investigation through the growing history of the state-owned commercial banks and deepened analysis to the present management mechanism and running mode. Afterwards, the detailed discussion is given and divided into four aspects: the transform of marketing mechanism, the transform of risk management mechanism and the business flow re-forging with the transform of organization mechanism as well as the transform of performance examination mechanism. Therefore, the realistic content from both theory and practice is enriched in the strategic transform of our state-ownedcommercial banks.
