The research and analysis of the rural information service statuses at home andoverseas is conducted using the theories of news communication science, informationcommunication science and information economics. The main patterns and channels of thecurrent rural information service in our country from the aspects of information servicemodes, organization patterns and main body are analyzed in depth. The modern ruralinformation service system construction ideas and solutions in our country are providedbased on the modern information technology methods. The application practices in thevillages and small town informatization construction are launched also. The suggestion forthe rural information service system construction in our country is proposed from theaspects of policy, technology and practice, which supports in theory and technology forsolving "the last one mile" problem in the rural information service.1. The experiences and lessons of development background, development path,development power, preferential policies, training system and information legislationin the rural information service at home and overseas are analyzed. The paper pointsout that the government should strengthen the coordination and guidance, create lawsand preferential policies, pay attention to the cultivation of information technologytalents, strengthen the training of peasants, and encourage and mobilize the societypower participating in the rural informatization construction.2. It provides the theory basis for the modern rural information service pattern andchannel construction through the research on the main patterns and channels in therural information service today in our country and the analyses of the developmenttrend of information service supporting technology, the advantages and disadvantagesof different service channels and organization patterns, and the status and function ofinformation service mainbody.3. With the support of modern information technology, the basic idea and total frameworkfor the modern rural information service system construction is proposed. The researchand analysis of the channel construction and content construction solution of the ruralcommonweal information service platform is done for the goal of realizing "theuniformity of telephone, television and computer" and "the integration of telephoneline, cable television and data line".4. The application practices in Wuxiongsi village in Shunyi district and Doudian town inFangshan district in Beijing city are conducted in the village and small towninformatization construction based on the ideas and solutions of the modernagricultural information service system construction.5. The paper proposes the suggestions for the future rural information service system construction in our country: ensuring the quality and practicability of the informationsources by the government legislation, the research of the scientific research units andthe bidirectional information communication mechanism; absorbing the advancedinformation and keeping balance between the advance and practicability in theinformation spreading channels construction; insisting on the principle of governmentguidance and market mechanism in the service pattern construction, stabilizing thecommonweal service and opening the profitable service; encouraging the developmentof the various agriculture organizations through the financial help and support, takingtheir advantages in the rural specialization information service; using informationtechnology reconstruct traditional agriculture and service for the rural informatizationconstruction; constructing all-directional, multi-channel, multi-layer modem ruralinformation service system by mobilizing society power in the guidance of governmentwith the principle of opening and universal participating.
