Agricultural infrastructure is the material carrier of agricultural production , as well as the foundation of rising comprehensive productivity in farming and the establishing of the modern agriculture. The delay- agricultural infrastructure has been the bottleneck of China agriculture development. However, the financing predicament is the main factor in causing the falling behind of construction and management in agricultural infrastructure. The study purpose and significance is that according to the study of this subject, to illustrate systemically the theoretical system in agricultural infrastructure; to explore the classifiable financing channels and methods in agricultural infrastructure; to choose the suitable project financing model in agricultural infrastructure; to innvoating financing system in agricultural infrastructure; and to promote the supplication and efficiency.The train of thought in study is as follows: gilding ideology by the correlated theory of the agricultural infrastructural financing,setting out from the current situation of financing development in agricultural infrastructure,on the basis of referencing the experience and practice in outside agricultural infrastructure; putting forward the strategy of financing classification in agricultural infrastructure; choosing different types of financing channel and financing methods; anglicizing superiority and needs the external environment of project financing model in the agricultural infrastructure,then designing choicely what kind of financing models in three kinds of agriculture infrastructure on the basis of anglicizing and comparing the four financing models in agricultural infrastructure ,. In conclusion, this thesis plan and design greatly in promotion of the financing institutional security system. This study applies the research methods of cooperation between on-the-spot surveying, positivist analysis and norm analysis, cooperation between microanalysis and microanalysis and research method of crosswise comparison.The study content and frame are as follows:Chapter 1.The chapter introduces the background and goal and significance, had made more comprehensive and objective summary to the domestic and foreign research. Putting forward the train of thought of study, contents, methods and innovations.The second chapter illustrates concept system and theocratic basic research. First to introduce the construction and management of agricultural infrastructure, on which to delimit the concept of agricultural infrastructure, to analyze its character and function, to introduce the correlated theory of the agricultural infrastructure, and to form the major source and logic beginning of financing analyses and policy study.The third chapter studies systematically financing and development current situation of agricultural infrastructure. This chapter pointed out the lag reason of agricultural infrastructure was the short of the fund. point out that the financing issues are the main factors to restrict the development of agricultural infrastructure,and to analyze the causes of making this predicament. The reason include: the system financing outside,the investment main body vacancy,financial revenue reduction in the town,financial revenue reduction,had been entered barrier of the social capital and subjectively knows.The fourth chapter compares the financing agricultural infrastructure in outside agricultural infrastructure. Gilding by the correlated theory, I study some practices of financing agricultural infrastructure in America, Japan, France,Korea and India, pointing our that we should reference these practices to raise capital in agricultural infrastructural construction and management.The fifth chapter puts forward the train of thought in financing classifications in agricultural infrastructure. The agricultural infrastructure have many type,need many fund. The sole financing channel cannot its need,thus needs the many kinds of origins to coexist, the many kinds of ways to use. Therefore puts forward the train of thought in financing classifications in agricultural infrastructure. To the profit-making agricultural infrastructure, I think the government should offer investment; to the applicable profit-making, policy-related financing would be the best sources; to construct the hierarchy cooperation model of agricultural policy-related financing system, according to the current situation of Agricultural Development Bank of China fails to support the financing agricultural infrastructure; to finance by market to the profit-making agricultural infrastructure.The Sixth chapter about to choice agricultural infrastructure project financing models. First,introduces simply the four kind of project financing models. Then analyzed the superiority and the external environment condition of every project financing model to use in the agricultural infrastructure. Meaning while to analyze the patterns of choosing financing models in three kinds of agriculture infrastructure and the operation flow。The last analyses certain cases.The seventh chapter makes a correlative institutional arrangement to financing agricultural infrastructure. From the macroscopic aspects,putting forward reformation and recreation in urban and rural infrastructure facilities and regulating charges institutions,and consummating the rural finance system. From the microscopic aspects,innovating the financing drive mechanism, improving the project management system in financing agricultural infrastructure to promote the using efficiency of capital. The last point out the correlation law system.The last part would be the conclusion and forecast. To conclude the whole research work and draw the basic conclusion of this study, meanwhile to put forward the future research direction about the deficiency of this study.
