Land use change and land use cover (LUCC) play an important role inglobal environmental change and sustainable development. So it is the scientificresearch hot point and frontal field such as in geography and ecology at present.Land use change essentially is an interacting process of between regionalbio-physical system and socioeconomic system, an embodiment ofhuman-environmental relations. Now, it extremely seems thin that analyses onthe coupling relation between land use change and socioeconomic development,also on general effect evaluation of land use change whether in domestic orinternational. Under support of the national foundation project of natural science,the characteristics of land use, the process of land use change and its drivingforces and driving mechanism were studied, also including the coupling relationbetween land use change and socioeconomic development and the general effectby land use change, in north Shaanxi province of Loess Plateau. In the end,according to the main problems existing at present, some regulative andcontrolling countermeasures to be sustainable development in socioeconomicdevelopment and land use change were proposed. This study mainly are baseupon the theories of land science, ecology and modern geography, and land useinvestigation information, socioeconomic statistical information and historicaldocument information etc. Also such as mathematical statistical method, linearregression analysis model, canonical correlation analysis model and GIS modelswere employed.These major conclusions were reached:1. The major land use types are agricultural land in north Shaanxiprovince, up to 94% in total land area, but built-up land and non-use land areaare low. Forest land, grassland and arable land are the dominant types in agricultural land, accounted for 94.5% of total agricultural area.2. From the year of 1988 to 2004, land use dramatically changed in northShaanxi province. Firstly, agricultural land and non-use land areas are decreased,but built-up area increased. Arable land area declined continuously, reduced by2.28% per year. And its relatively change rate in spatial-temporal characteristicsshows that change is slow in the earlier and later periods of study duration, fastin mid-term, also that change is little in north and the most south of region, butstrong in central. Forest and orchard areas are continually rising, and orchardarea increased by 24.6% per year. Transportation land, mine and settlement landarea also grew continuously; built-up area increased by 35.62% per year, andnon-use area reduced by 0.62% per year. Secondly, in same period, thepercentage of agricultural area in total areas drops 2.4%. The arable land'spercentage in agricultural areas reduced greatly, about 10.27%, the percentagesof forest and orchard areas in total agricultural areas increased by 7.09% and by3.2%, respectively, but that changes in grassland were insignificantly. Built-uparea's proportion increased by 2.12%. Thirdly, applying the self-organizingfeature mapping (SOM) network model to analyze the land use change spatialfeatures, the result shows that have obvious regional differentiation.3. Through qualitative and the quantitative analysis indicated that land usechange driving forces in north Shaanxi province mainly have the bio-physicalfactors, the population growth, the economical development and the agriculturalstructure's adjustment policies, the urbanization, the ecological constructionproject (policies), the unreasonable production activities and so on.4. There are strongly coupling relation between land use change andsocioeconomic development.(1) Land use change and industrial structure change has very closerelation. The conversions of industrial structure types changed from subsistenceagricultural economic to mix agricultural economic and further developedtowards merchandise agricultural economic, energy heavy chemical industryeconomic and high fine chemical industry. On the one hand, the dominant mechanism, which determines the regional land resource disposition, transfersfrom the government and the collective plan disposition pattern to theeconomical benefit disposition pattern assisted by agricultural and ecologicalimproving policies, again to the ecological benefit disposition pattern. On theother hand, the land utilization is more and more intensive and the ingatheringfrom one unit area enhances unceasingly, also land use types are diversifyingand land use structure is changing continually. The regional differentiation ofland use is more obvious.(2) Through the numerical fitting, we found the definite fitting curves tointerpret the coupling relationships between the changes of major land use typesand the development of some socioeconomic indicators. But we also concludedthat do not exist some definite fitting curves available to decipher therelationships between grain total output and amble land area, animal husbandryproduct and grassland area, as well as the relationships between the percentageof village labor forces and the proportion of orchard, agricultural land and arableland.(3)There are very close relations between land use structural change andindustrial structure's development, with 0.976 of the correlation coefficient. Thepercentage changes of forest and build-up land influence the secondaryindustrial proportion in total industry, and further influence whole industrialstructure. The structural changes of forest, orchard and arable land also directlyinfluence cultivated proportion in agriculture, affect agricultural department'sstructure. The correlation coefficient between the proportion of forest area andthe proportion of crop cultivation income in total agrieulture reaches 0.918, andalso is up to 0.788 between the proportion of orchard, arable land areas and theproportion of crop cultivation income.5. Through constructing an index system to evaluate the general effect inland use change, some conclusions were reached as below:(1) Socioeconomic development is improving dramatically and industrialstructure is optimizing gradually in north Shaanxi province of Loess Plateau from year of 1988 to 2004. As discussion in paper, industrial structure high-scaleindex, agricultural diversification index and industrial high-scale degree indexincreased by 24%, by 13.4% and by 24.9%, respectively. The warn-degree indexof arable land is decreasing in north region and increasing in otherwise. Thegrain self-sufficiency degree enhance by 43.9%.(2) The economical development capacity, industrial high-scale degree andthe resident's living standard enhance largely in all counties, the economicalbenefit of land use promotes 78.5%. The agricultural development sustainability,the employment structure and the social service ability distinctly enhance, thesocial benefit of land use enhances 17.5%. The total cover of forestry land,grassland and orchard land rises 10.24%, the ecological land index and theecological environment performance index enhance separately 16.8%, 6.65%,the ecological benefit of land use raises 9.20%.(3) The general effect of land use change enhances 33.4%, also itrespectively rises 10.6% and 20.9% in the period of 1988 to 1996 and 1996 to2004. That indicates land use change is becoming reasonable gradually in northShaanxi province. But that change has great discrepancy in different counties.This paper is under consideration with comprehensive insight haveanalyzed systematically the interactive discipline between land use change andsocioeconomic development, have put forward industrial structure developmentsequences in the last and its tendency sequences in the future, also havediscussed their relation between land use change and industrial structuresequences. Have analyzed quantitatively the coupling relationship betweendominant land use types and socioeconomic development, have proposed ageneral evaluating index system combined social effect, economical effect andecological effect of land use change, and have evaluated the general effect ofland use change in the north Shaanxi province of Loess Plateau. On method, thispaper use self-organizing feature map (SOM) model to research spatialcharacteristics of land use change.This study is helpful to profound understanding the interactive mechanism and processes between human and environment, to regulate theirrelationship. May provide the theory basis for the regional sustainabledevelopment and the land management, also have the vital significance toregional ecological construction, industrial structure adjustment, urbanizationand the regional economical policies making and implementation, could offerreference for other similar regions.
