Research On Producer Service Outsourcing Management

Producer service outsourcing has been an important means for advanced manufacturing enterprise' developing core competence, which makes for reducing investment or operation cost and improving work efficiency. However, it may be not lead to success directly, and it has been proved in theory and in practice that enhancing outsourcing management can assure producer service outsourcing do much contributions to the enterprises. The main contributions of this paper are summarized as follows:(1) On the base of analyzing the characters of producer service, it is prosposed that the three main management theories are Customer Satisfaction Theory, Supply Chain Management Theory and Zero Defect Theory, which play the guiding role of managing producer service outsourcing on customer' need mining, service supplier relationship management and producer service process control.(2) It is explained that operating environment for producer service outsourcing consists of producing environment of manufacturing enterprises, service environment of suppliers and market environment of producer service outsourcing. On the basis of comparing the profits of the two partners and having the conflict points, the key factors influencing producer service outsourcing market maturity are considered as service suppliers, manufacturing enterprises, product / service, policy environment and relationship, which have much influence on outsourcing management.(3) According to customers' voice transforming of producer service outsourcing QFD based management model of producer service outsourcing is proposed in order to have win-win results that applies QFD to deploy customer needs and decision-making factors from different levels to make tactics and to implement services according to the four elements, and establishes process controlling criterions to make sure outsourcing suppliers provide effective services.(4) On the producer service outsourcing supplier relationship building, it should be determined by producer service outsourcing maturity, which can be described by a measuring index system. And the processes and key points based on QFD to make decisions have been raised.(5) On the service strategy selecting in details, outsourcing cost structure and service quality of producer service outsourcing analyzed, it is proposed that service strategy decision-making model should be built on cost target based on integrated VE and QFD.(6) On the outsourcing service process management, sampling inspection theory is used according to process factors, and optimized sampling plan can be gained by neural network training.(7) At last, PT engine manufacturing company is analyzed as case study. Acording to the producer service outsourcing management discussed above, plant maintenance oursourcing management in PT is developing and have gained much improvement and profit.
