Research On The Financing Of Chinese Environment Industry

The standpoint of scientific development has become the rudder of the Chinese development strategy, and the country's long-term programming. "To build a world which can economize resource and protect environment" is the important object of the Chinese government's 11th five-year development plan. The Chinese economy has developed at high speed during the last decade, which caused the problem of environment pollution. It is urgent now to develop the environment industry to control the pollution, to harmonize the development among economy, society and environment. In the recent 20 years, the Chinese environment industry has made lots of progress, but it sill can not meet the demands of environment protection. In 2005, the activities of environment protection opened the development door of the Chinese environment industry, environment protection has gained much more policy support than before. Due to the reason that the related financial systems have not been established yet, the development of the Chinese environment industry is still short of financial support. The deficiency of investment funds has caused the serious situation making the development of the Chinese environment industry lagging behind the international development. The problem of financial support has become one of the most important tasks to be solved.The main purposes of the dissertation are as follows:1. to clarify the connotation and characteristic and status of environmen industry, to create the theoretical base, to analyze framework for environment industry financing, and to instruct the practical financing activities.2. to generalize and study the experience of environment industry financing in the developed countries.3. to solve the problem that government's financing system does not effectively support the environment industry financing system, and to solve the problem of innovation about the financing tools.4. to analyze the reasons why it is difficult for market financing system to finance environment industry, and to innovate new market financing tools.In the dissertation, the environment industry financing is analyzed overwhelmingly, intersectantly and systematicly, from viewpoints of industry economics, environment economics, public economics, and financial theory. In the market economy system, the development of environment industry should pay more attention to the development and innovations of market financing, with the support from market financing system, capitals will flow to environment industry, to promote the development of environment industry.5. to solve the problem of environment industry financing, the government support is the necessary precondition, the innovations of financial tools are the keys.
