The Study On Regional Information Resource Gap And Economic Growth

Information resource collects processed useful information which can bring about public wealth and human welfare. At the beginning of the new century, human being is walking into a knowledge-based economic times centering on IT. Information resource has become the strategic resource as important as material and energy. IT industry has been developed into the worldwide sunrise industry and new economic growth point. Information resource, along with capital and labor force, becomes the important invested factors of economic growth.There exists large regional information resource gap in China. On the whole, it shows a tendency that east areas are rich in information resource and west areas are poor, which is similar to the unbalance of regional economic growth. It's of important theoretical and practical significance to analyze information resource and relationship between its regional gap and economic growth, to study the influcencing factors of information resource and its efficiency of information input and output and to examine the effect of reducing information gap on reducing regional economic gap from a new angle.By using the theoretical and positive method to make an extensive research, this paper draws a conclusion as follows:The theoretical research into relationship between information resource and economic growth indicates that the use of information resource can speed up the progress of knowledge and technology, and thus promote the economic growth; Information resource can replace part of the natural resource, and thus change the mode of economic development; Information resource can change the world through the individual or organizational decision and behavior, and thus affect the social economic development. The research still shows the best approach to measure information resource is postal and telecommunications which is better than index systems.Overall, the regional information resource gap in China is reducing. And infrastructural facilities gap of information resource and internet are gradually reducing. On the contrary, the regional postal service gap is becoming larger and wider, which results from the replacement of different information media. As an important invested factor, information resource, together with capital and labor force, plays very important role in Chinese economic growth. The elastic coefficient of labor factor is bigger than that of capital and that of capital is lowest. The economic development level in rich areas of information resource is more than that of in poor areas.To reduce the regional information resource gap helps narrow the regional economic development gap. Recently, the regional gap of capital and information resource is increasingly reducing, while the regional gap of labor force and economic development level is becoming larger. To effectively reduce the regional information resource gap is a good way to narrow regional economic development gap. Information resource is quasi public article which has lower price and moves easily. To reduce regional information resource gap can not only meets the needs of residents' information welfare but promotes the economic growth of undeveloped areas and balanced development of regional economy.Information resource is mainly influenced by education and residents' income. And educational level has greater effect on information resource than residents' income. As far as the input and output of information resource, the progress of technology is much important to information resource. The efficiency of information resource has nothing to do with the economic development level.In the light of the above result, the author argues that it's a must to enhance the informational infrastructure construction in undeveloped areas of infromation resource and reduce the information price standard in these areas. Meanwhile, it's stressed that the educational level and people's living standard in undeveloped areas should be improved.As far as the construction of information resource is concerned, the government should play a leading role, that is, to intensify the inspection and management, to upgrade the quality of information resource, to prevent redundant, rubbish and ill information. In the meantime, the government should attach importance to the improvement of managing the construction of information resource and reduce unnecessary waste, thus raising the efficiency of information resource construction.
