The features of market economy are contract and law, which in turn are regarded as the focus of project management. In the construction field, project management is a complicated and comprehensive activity. In recent years, along with the furthering of reform and open-up policy, there have appeared a large number of construction projects which involve foreign investments o foreign companies. In most of these projects, FIDIC contract conditions are employed, especially those with international bidding or contracted by foreign companies. Understanding FIDIC contract conditions and mastering the spirits behind it will not only meet the needs of foreign contracting, but also improve the project management in our country so as to catch up with the international standard. Therefore this dissertation intends to do a study on the significance of FIDIC contract conditions have on the cost control, time control, risk control and quality control in the project management of our country.This dissertation takes FIDIC contract conditions as the subject of study and intends further the studies done previously by many scholars and experts. The first chapter is the question-raising part and the evolution and problems of the project management in our country are discussed. Besides, literature review is done and the contents and the innovations are mentioned of this dissertation.The second chapter probes into the spirits behind the FIDIC contract conditions. First of all, the paper does a study on the new edition of FIDIC conditions, analyzing its features and the differences between the old and new editions. Secondly, four principles of FIDIC are summarized based on the study done on the conditions. They are respectively the principle of equality, the principle of efficiency, the principle of standardization and the principle of willingness. Thirdly, after finding out the four principles, this paper also points out that the function of engineer and the way of dispute settlement guarantee the fulfillment of the four principles.The third chapter is a study on the cost control by way of FIDIC spirits. First of all, the similarities and differences between cost control and project price are analyzed. Secondly, the paper also points out the problems in the cost control of Chinese project management as well as the reasons for those problems. Last but not least, the FIDIC methods of cost control is studied and also its effects on the cost control in China.The fourth chapter is a study on the time control by way of FIDIC spirit. It is pointed out that the method of time control in our country is not well-developed and the duties of contractor and owner are not clear-cut and the rights enjoyed by the engineer are not enough to make him work efficiently. On the contrary, the mode of FIDIC management is very scientific and applicable. First of all, in the way of FIDIC management, an equal relationship is established by the contractor and owner, and the way of "third party management" is employed. The other principle of FIDIC is efficiency-first, so the engineer is given the right of settling dispute on site so as to avoid the time delay. It can be seen that, the fulfillment of the two principles are all depended on the function of the engineer; therefore the management with the engineer as the center must be designed.The fifth chapter is on the risk control by way of FIDIC spirits. It first of all points out that the risk control in our country is not done well, while the FIDIC principle can also be reflected in this aspect. The principle of equality on the risk control should be understood as the sharing of risks between the contractor and the owner. That is to say, the risk should be shouldered by the side that has the ability to should it.The sixth chapter is on the quality control by way of FIDIC principle. By comparing with the quality control methods employed internationally, the way in our country appears backward. FIDIC principles can also be applied in this aspect, and the principle of efficiency should be understood as that of quality. While the principle of standardization goes through control process.The last chapter is to sum up the whole dissertation and look into the future study.The innovations of the dissertation are the following:(1)The study in the dissertation is not confined to the understanding of the conditions; instead it goes deeper into the spirits behind the conditions.(2)This paper aims to improve the cost control, time control, risk control and quality control in our country by way of FIDIC principles.(3)In the cost control, a method of "engineer control" is suggested.The questions to be further studied are the following:(1)Due to the limit of the length and time, this paper did not study the problems of applying FIDIC contract conditions in China.(2)The other limit the paper derives from the limited experience of the author. The author of this paper has no practical experience with project management and the ideas and suggestions in the paper are to be tested.
