The difference in economy derives from the difference of industrial structure. Under the same social and historical conditions, why a similar industry can obtain an enormous success in the developed area, but could hardly make any progress in the under-developed area? What is the mechanism of success for industries lain in the under-developed area? How to realize a fast and steady development of industries in those under-developed areas? Up to the present, there has not yet found a systematic theory that can analyze those problems. The glorious light of the achievements obtained that are preferential to adoption of traditional study method, in which the analysis focuses on branches, static balance and complete competition, complete information etc presumptive conditions, is put out. Therefore, to conduct a study in this direction that is significant in theory and in practice.This dissertation takes structuralism as a principal line, and systematic analysis, simulating analysis of dynamic processing deduction as instrument, starting from six elemental factors in production created by Xu Shoubo Academician, combined with technical economical theory, industrial economy, new institute economics, deductive economics, modern system science, computer simulating experimental technology etc multi-sciences and methods, and regarding the industrial system as an object, which is formed during the development of industry by various elemental factors among a dynamic integration that is caused by the reaction of their interrelationship. The dissertation cuts in the topic from analysis of structure, characteristics, relations, actions, environment and the deductive law of the system and environment reaction each other, aimed at building up and creating a new model and systematic theoretical frame for study of the problems laid in industrial development in the under-developed areas.In traditional theory it is assumed that the competition in market is completed and the information is completed, too, therefore the regional industrial system is completely clear out, the output of the regional industrial system is decided by the inner essential factors and structure, the changes in balance status is also realized at instance, generally it does not put it into consideration of processing study and lack of effective instrument for doing so. As for the action among the regions, usually considering one way action from the developed area onto the under-developed area, for the multi-couplings action by each other and non-alignment effect it is rarely studied. In contemporary era, the trend of economical globalization and regional economical generalization has been strengthening continuously. The economical intercourses between the countries all over the world have not limited in the traditional trade and connections, the direct investment from international fund and continental companies, international finance and economical chronic period, international politics, economy and legitimate constitution arrangement etc that are as chain mechanism are also generating important impact and reaction. Indeed, the presumptive premise demanded in traditional theory does not exist in the industrial development in under-developed area. Therefore, it is to draw an important conclusion: In case there have existed a comparatively serious unbalance in the supplies of traditional innovation theory and demand in the industrial development objectively, the under-developed area in our country should accelerate the optimizing of industrial innovation mechanism, so to avoid unfavorable impact on the development of industry for " mechanism lacking".
