A Study On Appraisal Of Regional Investment Climate Based On Investor And Capital Attracting

The global FDI has enter into a new prospers era. To the end of 2004, China has attracted 213 288 million USD in total. To the end of June, 2005, the number of foreign research centre up to 750 in all type in China. More than 400 of the multinational enterprises of world top 500 have invested in China. The trend of investing in China made Chinese regions compete to improve their investment climate. As the background of economic globalization and China has been a member of WTO, studies on Chinese regional investment climate enter a new period.The paper mainly studies on regional investment climate based on investor and capital attracting. It establishes a regional investment climate sub-system based on investor and capital attracting from 5 aspects: economic climate, social culture, infrastructure, political and law, nature and geography. On the basis of index choosing of each aspect, it sets up economic climate sub-system, social culture sub-system, infrastructure sub-system, political and law sub-system, nature and geography sub-system. Then sets 31 regions of China as study samples; value each index of the samples reference China statistical yearbook 2006. For each sub-system, mainly use cluster analysis and relation analysis to sieve the indexes. The selected indexes are those have strong relation with foreign investment and domestic investment but have weak relation with each other. The selected indexes form two new index systems named foreign investment climate index system and domestic investment climate index system. Each index system composes of 5 sub-systems: economic climate sub-system, social culture sub-system, infrastructure sub-system, political and law sub-system, nature and geography sub-system.In chapter 9 we set up foreign investment climate index system and domestic investment climate index system. Based on the relation coefficient between each index and foreign investment factor and domestic investment factor, design 100 as total power and calculate power of each index. The chosen appraisal method is target appraisal approach.We analyze the sub-system of economic climate, social culture, infrastructure, political and law, nature and geography of 31 regions respectively. Then sort and classify them according to the scores they gained. After appraisal on the regional investment climate, we classify the 31 regions into 4 classes: best investment climate region, better investment climate region, partial investment climate region, worse investment climate region. Each region has its advantages and disadvantages of investment climate. Then they could draw up strategies to improve regional investment climate.Chapter 10 is real diagnosis research; we select Heilongjiang Province as the real diagnosis research object. Heilongjiang is at the northeast are and it is the typical old industrial base. Under the support of the advocating and promoting old industrial base policy, economy of Heilongjiang Province developed very quickly. Therefore, select Heilongjiang as the real diagnosis research object has special significance to promote the Heilongjiang old industrial base. Firstly the paper analyzes Heilongjiang current investment environment from the economic climate, social culture, infrastructure, political and law and the nature and geography, then conducts the research to Heilongjiang's investor and capital attracing situation from two aspects. The two aspects are: Heilongjiang investor and capital attracting longitudinal contrast from 1995 to 2005 and Heilongjiang investor and capital attracting contrast with other 30 Chinese regions in 2005. The conclusion is: Heilongjiang investor capital attracting has already yielded the significant result Longitudinally looking, the quantity and the quality of foreign capital usage have made great progress; however, situation of Heilongjiang investor and capital attracting is actually not ideal crosswise looking, both the quantity and the quality of foreign investment using is falling behind, and the domestic investment is also falling behind because of lacking preferential policy.Through analysis the conclusion of Chapter 9, our appraisal on Heilongjiang investment climate is, it is fallen behind by other regions. However, the competition power of social culture and natural resources is strong. So, investment climate sub-system of Heilongjiang is impartial. The improving principal of investment climate in Heilongjiang is to draw up measurement to improve the investment climate.
