China had carried out the policy of reform and opening-up for 30 years, and the reform of state-owed enterprises (SOEs) has always been the key link of China's economic restructuring. Since the initiation of reform and opening-up, the Chinese government has made various experiments, trying every means to solve the problem of long-term, extensive losses incurred by state-owned enterprises. Nowadays, with the readjusting of industrial and employment structure, SOEs have steadily gained the power during the economic boom. Methods of improving the future development, enhancing the efficiency, maintaining the fairness and building up the market mechanism have become hot issues, especially restructuring of SOEs in monopolized industries. Proactive and steady transition is the key point in economic restructuring and the index for result judging. The author based on the front-edge economic theories, synthesized related studies in other fields, try to find a pragmatic guideline for the restructuring of SOEs in monopolized industries.Based on the economic rent point rather than merely focused on the cost, this thesis analyzed affections on varies aspects of industrial monopolies, including efficiency, fairness, social welfare, innovations, exercise of macro-control and market system building. Considering the public property rights of SOEs, the author made a further analysis on varies behaviors of industrial monopolization. This thesis analyzed the disadvantages of current restructuring form, varies factors impacted on reform and economic mechanism. Last, by discussing value assessment of SOEs in monopolized industrials, present the reader an innovative guideline of reform.The thesis is divided into six chapters and three main parts.Part one is focused on theoretical analysis, including chapter one and chapter two.Chapter one introduces the background and meaning of thesis topic, including summary of current studies, definitions of key conceptions, innovations and limitations of research methods. Chapter two emphases on the related economic theories and models, based on the economic rent point, analyses impacts brought by industrial monopolies, including efficiency, fairness, social welfare, innovations, exercise of macro-control and market system building. Considering the public property rights of SOEs, the author made a further analysis on varies behaviors of monopolized industries.Part two, from chapter three to chapter five, mainly focuses on the analysis of the current condition of the SOEs in monopolized industries, research on key factors and economic mechanism, and empirical analysis.Chapter three analyses the current conditions and restructuring form of the big SOEs, emphasis on their impact. Through the analysis, readers can have a better picture that monopolies are common existed in many industries, esp. the fundamental industries. Research on the relations of efficiency and monopolies of SOEs, demonstrated the necessities of transition on SOEs restructuring which mean to funnel the further research and clarify the problems for an operation-oriented idea and guideline of reform. Chapter four summarized the restrictions that the SOEs in monopolized industries encountered, emphasis on the historic evolvement of SOEs and varies verities during enterprise restructuring, including analysis on the main body, factors, and disadvantages in current restructuring form which aim to find the obstacles and prepare for the innovative idea of reform. Chapter five discusses about empirical analysis by using the analysis mentioned in former chapters. By researching on the current conditions of two identical industries, Telecom and Post, analyses the probable means of reform.Part three, chapter six, focused on model analyses and design. It raised the hypothesis in restructuring of SOEs, through the difficulties in value assessments of SOEs, bring the innovations in reform. Last the author discussed his view of legislation on industrial monopolies.Innovation:1. Based on the industrial monopolies point, different from the old methods which limited on SOEs own development form.2. The author insisted on the economic rent point to analyze industrial monopolies in SOEs.3. The ambiguous rights of monopolies caused a large range of value assessments, so the result of forceful value assessments can always result into social unfairness and fluctuation on future market. Before the assessment, make sure offset the affections of industrial monopolies and under a regular market environment rather than adopt the appease policies, which always results in mistakes of using economic solutions to resolve all the problems, even political issues, and causes the adversely affection on social and political environment. Based on the two points mentioned above, the author suggests set the power of monopolies as the external variable, and introduces an innovative guideline of reform.4. The author insisted that the restructuring result is determined by the form. A result-orientation reform should not become the excuse of unfairness and corruptions. Reform of SOEs in monopolized industries should aim to build up the competitive enterprise moral and environment.5. The author doesn't think there are prior solutions for reform of SOEs. Solutions for SOEs in monopolized industries are based on comparisons which are standardized on economic analysis, efficiency and fairness.Value of this thesis need test on practical environment, because of the limitation of the author's own knowledge and unavailability of some key data, some research still need further discussion.
