Research On Agricultural Informization Of Jilin Province

At present,China's agriculture is in the direction of agricultural informization,the use of modern information technology to transform traditional agriculture,and make information technology combined with traditional agriculture,is not only the basic demand of well-off society,but also the basic demand and basic contents of China's modern agriculture building. Agricultural informization used into China's agricultural development has injected new impetus to the building of modern agriculture,and become an important element and important task in the coming period and will led the development of modern agriculture direction. China's agricultural informization building is late start, which is much behind than many developed countries. So how to accelerate the building of agricultural informization, and use information technology to promote agriculture through agricultural modernization process and promote a well-off society has become a strategic problem in current economic construction and social development. This paper is just carry on agricultural informization development study on China's major agricultural province and the grain production base province - Jilin province based on the above background. The research work and the main conclusions can be summarized as follows:1. From the perspective of developing Jilin Province's agricultural informization,in order to achieve the goal of well-off society and agricultural modernization,this dissertation analyzed the existing problems of Jilin Province's agricultural informization on the basis of field investigation from information system infrastructure,rural information service,the principal contradiction in the transmission of information in rural areas,as well as related technology norms,etc. And systemic analyzed the promoting role of agricultural informization to Jilin Province's rural economic development from promoting rural economic restructuring,promoting of political building new socialist rural areas,speed up agricultural technological progress,promote industrialization of rural development,etc. Constructed indices system to measured the level of Jilin province's agricultural economic development,using SPSS software by factor analysis to calculate agricultural economic development process during 1978-2005 of Jinlin province,the results showing that agricultural economic development of Jilin Province during 1978-2005 was gradually increasing trend,with the development of agricultural informization and agricultural modernization,the relevance between Jinlin province's agricultural economic and agriculture information was getting stronger.2. Given the building of agricultural informization coming from the common needs of government and farmers, and mainly dominant by government, this dissertation mainly focused on the needs and motivation of both government and farmers. The government's needs includ the development of the productive forces and social needs of the service area, server the majority of farmers and promote local economic development, and reflect the local government's performance. The farmers needs include the needs of increase their incomes and improve living,the liberation of heavy manual work,more free time,and needs of self-realization; The government's motive include fulfillment their duties include,and achievement motivation,the motives of farmers include seek profit motivation,compatible motive,fair motive and achievement motivation. Driven by different needs and motives,both of the actors have obvious common interests at first,though they tend to maximize their own interests at the same time,so inevitably exist game between them. This dissertation holds that the development of agricultural informization has always been accompanied by a process of the game between the construct process, and define the cooperation as not completely common interest, the process of the game is also not completely common interest game too,but there is bound mechanisms to promote cooperation during the game. Based on previous analysis,this dissertation analyzed the position and role of government in agricultural informization from six aspects,and carried on investment game analysis between higher and lower government using one more from the main Stackelberg model by taking county government as example. Regarding the same level government,this dissertation carried on investment game analysis from two kind of situations separately as the area with the same economic development level quite and simultaneously carries on the informationization construction,and the economic development level inconsistent; For the investment game process of the government,agricultural enterprise and farmers,because agricultural enterprise and the farmers do not have close relationship during the process of agricultural informizationization construction,this dissertation only studied the invested dynamic game process between agricultural enterprise and government,as well as farmers and goverment.3. In the asymmetrical information situation, the agricultural informizationization construction process may regard as to a certain extent primarily from the hierarchical policy-making question. In this paper, a two-stage game analysis among the advisory side, the owners and the implementation of relations is present: the first stage is the owner and advice between the game, which is the traditional agency model. In the course of the game, owners can not observe the efforts level of the advisory, he can observe outputs only. In the case that the owner can not supervise the effort level of advisory, he should encourage the advisory efforts to automatically select the optimal level by paying agency costs and incentive costs; The second stage is a tripartite game of the owners, the advisory, and the implementation, which is the team principal-agent theoretical model, we can consult advisory side and the implementation as one team which is composed of two agents. As a client, the owners must implement relative performance incentives for both the advisory and the implementation at the same time. This dissertation designed the corresponding game model and conclust the excitation density in different situation the owner should give to the advisory and the implementation to optimize his income level.4. This dissertation proposed agricultural informizationization system efficiency measure issue,constructed indices system for evaluation Jilin Province's agricultural informization system efficiency,and had quantitative research by using DEA method to measure the agricultural informization system efficiency for 18 representative counties of Jilin Province,the results show that: in the 18 counties (cities),only Lishu and Dongliao's technology is technology and scale effective at the same time,which shows that the organization and management level is still very low during the construction process of Jilin province's agricultural informization,and there are still a lot of wastage of resources; The distribution of agriculture information system input-ouput efficiency in various areas of Jilin Province present not balanced characteristic,the areas with higher efficiency including Huadian,Dongfeng,Dongliao,Jingyu,Tongyu,Da'an and Tumen,the other areas with lower input-ouput efficiency; After each investment essential factor adjustment's level decided to a great extent by the various policy-making unit's in this target lowest level that delivers the target the projection value to leave the value respectively by the different policy-making unit in the identical target most easy childbirth to take the reference value generally.5. This dissertation proposed countermeasures and suggestions to promote agricultural informization of Jilin Province healthily development,the research conclusion includes: Jilin Province agriculture information construction wants to develop healthy,must strengthen all main body including the government,the farmer,the agricultural enterprise,the agricultural product wholesale market,the intermediary organization,the farmer manager and main body and so on; The Jilin Province agriculture information resource development use was still at the initial stage,must through government's guidance,the organization and the regulation,impels the agriculture information resource the development use; Jilin Province must advance the agriculture information industries vigorously in the agricultural informization advancement the development,deepens the agricultural informization organization organizational reform unceasingly; Jilin Province in the agricultural informization advancement must through each kind of channel cultivation large quantities of high quality agricultural informization talented person,probably in the raise mechanism,the management mechanism and the personnel mechanism works hard; The leading cadre and the related administrative personnels must transform the thought that pays great attention the agricultural informization soft environment the construction,like the development mechanism innovation,the promotion agriculture information the pattern development which unifies according to the socialization and the marketability and so on.
