The rapid raises of Inner Mongolia are the most shining pearl of "China miracle" in the last decade. From 2002 to 2007, the rate of economic growth of Inner Mongolia is No.1 in the nation for six consecutive years, up to 2007, the gross national product in Inner Mongolia rose to No. 16 in the country's ranking; per capita GDP locate in the tenth in nation and western regions is No.1, per capita local fiscal revenue locate the eleventh in the general budget. As a once extremely backward minority autonomous provinces, and Inner Mongolia, the rapid rise has aroused the world's attention.This paper is divided into seven chapters:Chapter 1 is the introduction. In this part of this paper, the theory of economic growth in a broad-brush review, including classical growth theory, neo-classical growth theory, the new growth theory and institutional endogenous growth theory. This was followed by the academic community on the economic growth of Inner Mongolia, summed up the results of research. From these representative research results, the analysis of the specific factor in the economic growth of Inner Mongolia is the majority, its lack of an overall study. This is a basic research point of departure and innovation.Chapter II is an overall analysis of the economic growth of the Inner Mongolia. In this paper, Inner Mongolia economic growth divided into four stages: 1 the restoration of the national economy and the first five-year plan (1947-1957); II launched a large-scale socialist construction and national economic adjustment period (1958 -1965); III tortuous forward 10 years (1966 -1976); IV , the socialist economic construction of the new phase (1977 - now). Each stage of development had emerged as a result of the different characteristics, specific manifestations are as follows: Inner Mongolia's economic growth process emerged increase in the trend of constant transformation of key industries, and continues to play its advantages in resources. In the above overall analysis on the basis of economic growth based on the theory of the main content, the establishment of a multi-factor model of the primary. Model main variables including: economic growth, technological change, and fixed assets investment, labor input, total imports and exports, the economic structure and institutional factors. To test the theory of economic growth in Inner Mongolia, the paper set up a special Empirical Analysis. First on the economic growth of Inner Mongolia elements contributed to the technical progress is mainly used latent variable approach (LV), using state-space model (SSM) using maximum likelihood estimation is given full factor productivity estimates. Concluded that the total factor productivity is very low, or even a negative effect in Inner Mongolia. From the mutual relations of variables, the economic structural adjustment in the economic growth of Inner Mongolia's role is the most notable, but this was significant also behind the technological innovation and system innovation support. But the intensity of support that is obviously not enough, or is still felt. It may be an important breakthrough for sustained economic growth of Inner Mongolia,Chapter IV studies the fixed assets investment in economic growth of the Inner Mongolian. The fixed assets investment increased significantly in recent years in Inner Mongolia, its impact revealed by the empirical analysis. It is concluded that there are the long-term equilibrium relationship between the fixed asset investment and Inner Mongolia's GDP. The increase of fixed asset investment can promote the growth of our GDP, while the gross domestic product growth induces the fixed asset investment of a request objectively. However, the fixed assets investment structure, funding sources in Inner Mongolia, there are some issues that require improved as quickly as possible.Inner Mongolia is full of energy, it is difficult to ignore the energy consumption in economic development, and this issue was studied in Chapter V. The rapid development of Inner Mongolia Autonomous Region, due to the development and utilization of natural resources to a large extent, but, if not reasonable, appropriate to deal with the relationship during resource development and utilization, environmental protection, and economic growth, may be facing the "curse of resource" Through a phased co integration analysis, this paper argues that, in the Inner Mongolia at the turn of the century changes in the economic structure, the economy is a turning point, and in the production and consumption of resources which play a major role.Chapter VI the other factors in the economic growth in Inner Mongolia: geographical factors, characteristic industrial development and Eco-migration. It is not very obvious that these factors affect economic growth in Inner Mongolia, but play a significant role on other growth factors.Chapter VII is the conclusion. This article holds that the rapid economic growth of Inner Mongolia as a direct result of fixed assets investment and energy development (including consumption). Economic structural adjustment is the root causes. And technological and institutional innovations in addition to its role of economic growth, but also indirectly, on the other factors play a certain role in the lubrication and promoting role, but the role is not prominent, and further tap the potential. And the lagging of the technological change, and institutional innovation offset the growth quality of Inner Mongolia. Although the economic growth of Inner Mongolia has eye-catching achievements, because of insufficient domestic demand, and the investment-led economy is not sustainable, but not balanced regional development, resource and environmental constraints increasingly serious crime, and the sustainable economic development of Inner Mongolia have taken shape constraints. Therefore, at the macro level in Inner Mongolia need to further transform government functions, and create the soft environment for the economic development of Inner Mongolia, the Inner Mongolia upgrade the level of the overall market. In the development of the strategic level, to be taken to strengthen technical innovation, R&D and innovation investment mechanism and channels for the promotion of cross-optimizing the allocation of natural resources and gradually improve the structure of investment in fixed assets; gradually narrowing the development gap within the region.The main innovations include: first, the comprehensive analysis on the economic growth of Inner Mongolia, it is a very original significance of the research work. Secondly, as a case study of underdevelopment region, with regard to this study, its economic growth mechanism is bound to provide a reference for other underdeveloped regions. This research made up for deficiencies of experience to underdeveloped provinces by the developed provinces.
