Along with the life cycle of electrical and electronic equipment be more and more shorten, large numbers of waste electrical and electronic equipment (WEEE) become the primary source to pollute environment. For controlling worse environment and the need of sustainable development, developed countries such as America, Japan, and members of European Union for example Germany, Sweden, and Finland have adopted Extended Producer Responsibility (EPR) and showed the responsibilities of the channel members, the thought of EPR is that producer should respond calling back and dealing with the WEEE. The Directive of WEEE management by development and reform committee showed EPR also, and pointed out that producer could deal with WEEE themself or relegate to qualified recycling plants. Whether the design of WEEE logistics network is reasonable or not decides fundamentality the efficiency of logistics management. How do the leader layout its reverse logistics network if EPR brings into effect. So the main contents of this dissertation are as follows:(1)The developing progress of the design of reverse logistics network at home and abroad is looked back based on summarizing the relative literatures. The shortcomings of existing research on the problem are pointed out and the research ideas of this dissertation are pointed out.(2)The relative basic theories of EPR, and valuable experience which developed countries set up their WEEE reverse logistics system are analyzed. Then according to different management mode, reverse logistics system includes joint management, management by oneself, outsourcing system. As the situation of our country, pluralistic WEEE reverse logistics systems should be set up; finally the basic thought of setting up WEEE reverse logistics network based on EPR are advanced.(3)Optimal design of WEEE integrated forward/reverse logistics network for management by oneself was studied. A stochastic programming model of integrated forward/reverse logistics network which used for new network was proposed with uncertainty of demand and reverse quantities; then a forward/reverse logistics network programming model which used for adding reverse logistics network to old forward logistics network with scenario programming was advanced; finally a multi-period dynamic stochastic location model for integrated forward/reverse logistics network which divided the program period to a few representative cycle was proposed according to the characteristic of demand and cost changing along with time.(4)Optimal design of WEEE integrated forward/reverse logistics network for joint management was studied. Considering for location of distribution centers, reverse logistics centers and recycling plants, and uncertainty of demand and reverse quantities, a stochastic programming model of integrated forward/reverse logistics network was proposed; then a multi-period dynamic stochastic programming model which divided the program period to a few representative cycle was proposed according to the characteristic of demand and cost changing along with time, the model can solve the problem when and where can open or close distribution centers, reverse logistics centers and recycling plants.(5)Optimal design of WEEE reverse logistics network for outsourcing was studied. From the third recycling enterprise, considering integrated reuse way such as reusing directly, repairing, recycling, remanufacturing and harmless disposing, WEEE reverse logistics network was designed, and a WEEE reverse logistics network location model with scenario programming was advanced.
