Along with the steps of international strategy performance, the oilfield service industries in Chinese government owned petroleum enterprises are now realizing overseas operating. For the background of the global oilfield service industry developing history and the integration of the economy, Chinese oilfield service industry has formed its usual and unusual characters.This paper has analyzed the industrial characteristics of oilfield service industries which based on the formal studying results. Searching oilfield service industry in the category of service industry, I find that the Factor-flow is one of the most important industrial characteristics for oilfield service industry just like which for others service industries.As a developing country, Chinese government playing a very important role for Chinese oilfield service enterprises in the international competitive environment. Based on the M. E. Porter's Analysis Paradigm, I conclude that the key-elements of international competitive environment for Oilfield Service Industry should be the Factor-flow, the Enterprise-conducts, the E&P-requirement, and the Macro-mechanism. These environmental elements and other related analyzes provide the theoretical supports for building the evaluation model of international competence of oilfield service enterprise.By collecting operating data of international oilfield service enterprises and using Delphi method, I selected 30 groups of them as training samples for Support Vector Machine (SVM) evaluation model. The SVM model put out the serious character-data through over 500 times iterative calculations for regression testing.The trained SVM model performed international competence evaluation for 6 classic Chinese oilfield service enterprise samples. The evaluation results show that Chinese oilfield service industry's international competence is in the mid-stream of the world oilfield service company community. The attention to the competence gap between Chinese companies and the relative foreign enterprises is focused on the defective performance of the Factor-flow and the Macro-mechanism elements. The paper concludes that the Professional Operating Way instead of the Integration Operating Way should be the appropriate solution for Chinese oilfield service industry during nowadays period.
