Research On Economic Integration Mechanism Of Metropolitan Region's Development

The economic integration of metropolitan region's development is a product of a certain stage of history. As our socialist economy has been further improved, and the link between function and space of inter-city and inter-industry has been increasingly enhanced, urban agglomerate of economic efficiency has been significantly increasing. How to make the functions of cities in different administrative districts into optimum combination in accord with agglomeration effect and aggregation effect, and then lead to the development of metropolitan region, is the key to ensure that, on the basis of the existing administrative divisions, the overall urban competitiveness shall be improved. The economic integration of metropolitan region's development is an important link to realize the key point. The research on integration mechanism of sectional metropolitan region's development aims to cultivate the cities with a various functions in this region to establish the notion of economic integration within metropolitan regions. The establishment of the notion is propitious for these cities to consider the urban and the industrial development and layout, to establish urban and industrial conception of"large region", to break the narrow developmental conception of judging the case as it stands, in the perspective of trinity under the interaction of government mechanism, market mechanism and social mechanism. Therefore, the urban and the industrial development will be placed under the different spatial scale of nation, metropolitan region and administrative region of a city, automatically accept the macroscopical instructions of planning system comprising homeland planning, regional planning and urban master planning. Therefore, it will be propitious to enhance the overall strength and population effect of metropolitan region, and cultivate more growth poles.The three major metropolitan regions are the most developed and dynamic regions in China's social economy, as well as main units of international competition. However, compared with those in Europe, America and Japan, ours cannot contend against them both in energy and energy level. The main reason is that cities in the three major metropolitan regions have too much homoplasy, meanwhile, more industrious competitiveness than complementarity. Such industrious layout and development deviate from the rules of social labor regional division and objective requirement, which impair the rationalization of industry division among the cities and areas, sacrifice the intersectional comparative advantage, and easily lead to a situation of over competitiveness and that each does things in his own way. And the only solution is economic integration. How to achieve the economic integration of metropolitan region's development is the key to the problem, which is also the main purpose of conceiving the economic integration mechanic of metropolitan region's development.Contents of this dissertationChapter 1: introduction. It mainly focuses on the background and significance, the train of thought and methods of the research, as well as the description of the deficiencies of the paper's main innovation.Chapter 2: theoretic review of relevant literature home and abroad. It primarily sorts out relevant literature home and abroad, points out its functions and deficiencies, and theoretically paves the way for the third chapter, which revolves around construction of economic integration mechanism of the trinity composed of government, market and society.Therein, the function of foreign literature is: first of all, it puts forward the idea of urban system or urban group space unified planning and coordinated development, and provides theoretic basis for instructing the inter-city's function integration, achieving agglomerate economy of metropolitan region's development; secondly, foreign relevant theoretical study follows the development and evolution process of urbanizing development, which is forward-looking and predictable to the discussion of city. They point out the contradictions in the way of urban development, and propose corresponding policies and suggestions, which provides realistic foundation for this mechanism. Thirdly, it realizes the impact on regional spatial structure and layout caused by globalization and regional economy, brings forth innovation of urban spatial structure, therefore, it offers new ideas to this integration. Fourthly, it illustrates that metropolitan region is the dominant unit of world economic competition, which grows up from single industrious competition into economic competition in metropolitan region with a character of overall function. All these mentioned above can bring further knowledge about how developing countries cultivate and develop metropolitan region, and make them realize the urgency of it. The insufficiency goes like this: although the relative theories on the development of metropolitan regions have been deeply probed into and a fruitful achievement has been made, still their research dwells on the urban system or the spatial structure, layout and planning of the urban group. It fails to cover what stimulates the integration, what affects the metropolitan region's evolution, what power spurs on economic integration such as the industrious spatial and fundamental integration, administrative functional integration and so on, meanwhile the economic integration, which is the result of market, government and various social effects, is just the point that this paper aims to discuss.The functions and deficiencies of domestic literature: domestic scholars have studied the theory and practice of economic integration of metropolitan regions'development from different angles and aspects, putting forward lots of practical policies which promote the research on economic integration. It is generally accepted by domestic scholars that the market mechanism, the government mechanism and the social mechanism are the three forces that promote the economic integration of metropolitan regions'development. It is market, government and society that result in the forces to promote the economic integration of the development in such metropolitan regions as Yangtze River Delta, Pearl River Delta and Beijing-Tianjin-Hebei Region. They have even realized that only the combination of the three factors can virtually promote economic integration of metropolitan regions'development. However, instead of fully considering both the internal causes and external causes, they just emphasize more on either one of them. They also haven't proceeded a systematic analysis of these three forces but just described it generally without finding out deeply the source of the problem. Thus, this dissertation provides thinking to research on economic integration mechanism of metropolitan regions'development.Chapter 3: the theoretic construction of economic integration mechanism of metropolitan regions'development. First this dissertation analyzes the functions and deficiencies of market mechanism, government mechanism and social mechanism on economic integration of metropolitan regions'development. Meanwhile, it draws a conclusion that it is extremely difficult to realize the economic integration simply by relying on a single mechanism. If we want the economic integration to be realized, we have to make all of these three mechanisms work together harmoniously. In other words, the realization of economic integration is only reached by combining market mechanism, government mechanism and social mechanism together.During the process of the economic integration, the market mechanism plays a significantly fundamental role in allocating social resources of economy reasonably; the government mechanism has a important constructive effect on the growth of market mechanism, the integrity of market system, the perfection of market regulations and the optimization of market environment; while the social mechanism, as a bridge harmonizing government mechanism and market mechanism, upgrades the awareness of public participation and supervision. At last, the dissertation points out the institutional surroundings which guarantees the smooth implementation of trinity mechanism.Chapter 4: the empirical analysis of metropolitan regions'development in typical developed countries. Three metropolitan regions which are New York, Tokyo, and Paris are chosen from America, Japan and France respectively to testify economic integration mechanism of the Trinity. The experience which can be learned from them is: firstly, perseverance, organization authority and governmental support are the prerequisites of realizing economic integration of metropolitan regions'development; secondly, bringing the government mechanism into play, making use of geographical advantages, constructing the infrastructure of three-dimensional network are the fundamental elements of realizing economic integration; Thirdly, the development mode aiming at realizing the combination between the optimized allocation of industrial structure and industrial chain under the premise of market mechanism is the necessary condition to realize the economic integration; fourthly, focusing on the current realities, looking ahead, sticking to sustainable development and bringing government mechanism into play are regarded as the guarantee realize economic integration successfully. Last but not least, with the market mechanism as the link and the social mechanism as the basis, constantly strengthening the ability of independent innovation and giving full play to demonstration effect are the sources of force to develop economy in these three metropolitan areas.Chapter 5: the analysis of the current state of three metropolitan regions'development in China. It mainly analyzes the process of formation, current development, the effect of economic integration and existing problems of Yangtze River Delta, Pearl River Delta and Beijing-Tianjin-Hebei Region. These problems are as follows: the developments of cities in the areas are hard to be in the same pace; there is no clear division of labor among the cities and their industrial structures are alike; the cities in the centre of the areas lack of enough power to affect and tune up other cities in the areas. This part lays foundation for the empirical analysis in Chapter 6, Chapter 7, Chapter 8, and Chapter 9.Chapter 6: the analysis of government mechanism in China's three metropolitan regions. It mainly analyzes how the government mechanism works in the process of economic integration of our country's three metropolitan areas. It also analyzes the related problems as well as the reasons and solutions to them. The city's selfish departmentalism creates obstacles for the coordinated operation of both government mechanism and government mechanism, giving rise to the difficulty to integrating economy in these three regions.Chapter 7 analyzes market mechanism of China's three metropolitan regions'economic integration. It mainly analyzes how the government mechanism works in the process of economic integration of our country's three metropolitan areas. It also analyzes the related problems as well as the reasons and solutions to them. It advocates that the characters of the metropolis"market maker"are the economic factor that has negative impacts on the operation of market segmentation and market mechanism. And it is also the economic root for the difficulty of economic integration.Chapter 8: the analysis of the social mechanism of China's three metropolitan regions'economic integration. This also mainly analyzes the role social mechanism has played in developing economic integration, the problem it has brought about and also same proposals of resolving the problems related. In the process of economic integration in the three metropolitan regions, something can be found that the awareness of social order is very poor and the social system can not work successfully. The reasons for that situation are that the non-government organizations have not received the deserved legal freedom and protection, got enough public reliance and participated in many social affairs.Chapter 9: the construction of trinity economic integration of China's three metropolitan regions'development. It believes that only government mechanism, market mechanism and social mechanism take into effect in the course of economic integration simultaneously can the integrated function of metropolitan regions get the real improvement, can the"prisoners'dilemma"be solved and can the integration of the three metropolitan regions be successful. That is to say, this system is the solution to the"prisoners'dilemma"and the key point to achieve economic integration.Chapter 10: conclusion and prospect.The possible innovations in the dissertation:(1) This research is different from the traditional research on regional economic integration. It advocates that economic integration should regard the trinity– government, market and society the cut-in point, which supplements and enriches the theories of economic integration in China's three metropolitan regions.(2) By analyzing the economic integration of developed counties'three metropolitan regions, we realize that breaking the restriction of the traditional region planning and getting rid of the plan relying on the administrative division'adjustment are the premises of achieving economic integration. To realize the sustainable development of economic integration of China's three metropolitan regions, we must respect the benefits of the member cities and emphasize the effect brought by the social mechanism like enterprises and public's participation in economic integration. All of these provide a new way of building a harmonious society in the development of economic integration(3) Yangtze River delta, Pearl River Delta and Being-Tianjin-Hebei region are the fastest growing metropolitan regions with international competitiveness in China. They are the economic growing centers, standing for the mode of across- region economic integration. Selecting these three regions to put the theory discussed above into practice set an example for the city groups which are qualified to develop into metropolis.(4) A lot of statistics are used to analyze the economic integration of China's three metropolitan regions'development. And the"trinity"system could be used to evaluate the effects brought by the economic integration. Although there have been some breakthroughs in economic integration, it still remains in the primary level which is far behind the developed cities like Paris, London and Tokyo. There are lots of problems to be solved. The key to solve these problems is to build an integrated system -"trinity"in the economic integration.(5) This dissertation puts forward the concepts of integration mechanism of both economy and the economic development in metropolises. Under the guidance of market rules and industrial policies, economic integration mechanism, in the author's opinion, adjusts and reorganizes strategically the industrial structure and the structure of economic organization by induction, deduction and aggregation in order to enhance industrial intensivism, expand business scales. Through effective collocation of resources and mutual supplementary of advantages, it can push the formation of new productivity by combining factors of regional social economy and enhance the interaction among various competitive factors in special areas. The economic integration mechanism of metropolitan regions development aims to unite scattered urban functions depending on all kinds of forces and realize the economic development. According to the differences among cities, the mechanism advocates the strategy of industrious diversity development in inner regions so as to strengthen the economic power and finally to realize the integration of market, infrastructure and urban institution for harmonizing as well as clear division of function of city. Based on those mentioned above, a set of reasonable operation systems will be formed.
