A Study On Process Analysis And Scientific Promotion Of China's New Industrialization

Industrialization is a natural historical process of transformation from conventional agricultural economy to modern industrial economy. It is the stage of economic development which can not be jumped over. It is the way that developing countries must follow in order to free themselves from backwardness, improve productivity and realize modernization. Over the past half～century, great achievements have been made in Chinese industrialization. However, in extensive mode, Chinese industrialization has developed with high input, high consumption and high emission but with low productivity. This resulted in a series of problems and difficulties, such as resource shortage and environment deterioration. Under new historical conditions, China must be based on national circumstances and international climates of economic globalization and information technology (IT) to introduce a new road of industrialization, which is different from traditional industrialization and from developed countries' industrialization, to rapidly accomplish the historical mission of industrialization with higher quality.At the 16^th Party Congress, a new road of industrialization was pointed out that "it is necessary to persist in using IT to propel industrialization, which will, in turn, stimulate IT application, blazing a new trial to industrialization featuring high scientific and technological content, good economic returns, low resources consumption, little environmental pollution and a full display of advantages in human resources." The report at the 17^th Party Congress further emphasized that China must keep to the new road of industrialization with Chinese characteristics, integrate IT application with industrialization and push our large industries to grow stronger. This is a great strategic decision made in compliance with the trend of world economy and science development and taken into account national circumstances. It is the basic guideline to implement the concept of scientific development, change the way of economic development. It is an important theoretic innovation to quicken the realization of Chinese industrialization and modernization.This paper focuses on the process and advancement of China's new industrialization and considering urgent problems of resources and environment, population and employment and regional gaps in present economic development, seeks a new road of industrialization in agreement with Chinese circumstances and economic characteristics. It is of both theoretic and practical significance.This paper describes the historical stages of Chinese industrialization, summarizes and analyzes the status of industrialization, and clearly shows the necessity for taking a new road of industrialization. It also discusses in detail the main elements and priorities of new industrialization. This paper provides an evaluation index system of new industrialization consisting of three criteria, six themes and twenty-two indexes to measure the attainment and control the process of China's new industrialization. Through the index system, it uses analytic hierarchy process to measure the attainment of new industrialization process, each criteria and themes in the whole country and each area, and uses multiple statistical methods to analyze the measurements. The results of measurement by case show that China's new industrialization was in early stage in the Tenth Five-year Plan. So there is a long way to go.Through analysis step by step, taking full account into the implications of new industrialization and learning from industrialization experience both at home and abroad, the paper gives four basic ideas to promote new industrialization in scientific way. The first one is to establish the guiding mechanism of new industrialization through adjusting, optimizing and upgrading economic structure with focus on industrial structure. The second one is to improve the dynamic mechanism of new industrialization through using the benign interaction of industrialization and IT and the benign interaction of industrialization and urbanization. The third one is to provide the security mechanism of new industrialization through properly dealing with the relationship between intensive development and employment expansion, the relationship between system reform and opening to the outside world and the relationship between market and government. The fourth one is to tamp the science, human resource, natural resource and environment foundations for upgrading new industrialization through continually implementing the development strategies of prospering the country with science and education, strengthening the country on talent, sustainable development and independent innovation.In summary, new industrialization is significant improvement and innovation of China's strategy for industrial development. It is the objective meeting national conditions and the features of information times. A new industrialization road with Chinese characteristics will be successfully found out as long as we properly implement the concept of scientific development, make continuous research theoretically and strengthen practice. It is hoped that this study will be helpful for decision～making and accomplishment of China's new industrialization.
