Transfer Of Rural Labor Force Education And Training, Target Location And To Reach A Study

21st century is the global urbanization century. The increasing population of the cities will come from the ninety percent of the developing countries. In the global urbanization climate, China steps into the rapid developmental period of urbanization. With the development of our country urbanization, the industrial structure has adjusted, the employment structure of the labor has changed, and a lot of rural labor have transformed into the city. For solving the problems of the transformation of rural labor employment, our government has devised many schemes for directing the practice of the education and training of transforming rural labor, and the wide scope practice has carried out. The researchers of educational theory also have paid more attention to the increasing the of the transformation rural labor's human resource. But, not only the government but also the researchers have not given enough attention to the developmental need of the transformation rural labor. They are still in the limit of solving the basic living problems of the people. Therefore, on the basis of the rethinking of the research and the practice, we put forward that the education and training should satisfy the persons and the society's developmental need and promote the development of the transforming rural labor's citizenization and mordernization. We think that the implement of the education and training of the transforming rural labor must be divided into two stages. The research on the implement must accord to the different transforming condition and the studying need of the transforming rural labor. The enthusiasm of the education and training department should be aroused in the city and the rural area.Surrounding such core contents, this dissertation uses the literature study method, case study method and the comparative study method and researches on the goal setting and the implement. The content of the dissertation is divided into six parts:The first part——preface. Using the literature study method, this dissertation rethink on the previous researches, and find the problems of the education and training goal and implement.The second part——problem analysis. Using the case study method, this dissertation marshals the documents that our government devised, analyses the education and training goal that our government set, finds the problems of the education and training goal of the transforming rural labor. And then this dissertation researches on the practice of part of the provinces and cities and finds the problems of this field. The third part——goal setting. Using the literature study method, this dissertation puts forward that we should set the rural labor's citizenization and mordernization as the education and training goal. According to the citizen character and the modernist character, this dissertation constructs the goal connotation of the education and training of the transforming rural laborThe fourth part——the setting reasons. This dissertation analyses the reason of the goal setting of citizenization and mordernization. Using the comparative and literature study method, this dissertation analyses the reason of the person and the society. And then this dissertation puts forward the educational reason, analyses the necessity and the possibility.The fifth part——implement strategy. Under the guidance of the education and training goal, we put forward that the implement of the education and training of the transforming rural labor should be divided into two stages. And then this dissertation researches on the stage of rural labor——rural worker and the stage rural worker——citizen in turn.The sixth part——conclusion. In the last part, this dissertation sums up the most important idea and puts forward the lack of the content , the method, and the further research content in the future.
