We live in an interdependent world. From the raging global financial turmoil toglobal warming, from the deteriorating of regional conflicts to the proliferation of terroristactivities……,the economy, politics, security and environment of the World have been inso close interaction in the promotion of accelerating development of globalization, whichthe times and society does not like that in today's world. Interdependence of national hasbeen continuously strengthening the spillover effect of policy and forcing the internationalcommunity to deepen international coordination. Based on this, a variety of internationalcoordination regimes is playing an increasingly important role in international affairs.Among them, the Group of Eight (G8) is undoubtedly the most spectacular one.At its early stage, G8 was just a system of regular meetings by which Westerndeveloped countries coordinated their economic policies in the middle-1970s. After 30years of development, G8 has continuously expanded the area of coordination andincreased the mechanisms of coordination function. Today, it has become a stronginternational coordination regime, which lunch its summit as the core section,complemented by the conference mechanism of ministerial, personal representative of theSummit, the expert working group to deal with major global economic, political andsecurity issues as well as public affairs. Compared to other international coordinationregimes that make co-ordination decision by voting on a certain particular internationalaffairs mainly in accordance with predetermined rules, G8 pay more focus on makingcommon consensus before major decision-making which based on common interests. G8plays a role in specific international affairs through agenda-setting, putting forwarddecisions and proposals, making rules-shaping tangible and guiding the implementation ofinternational coordination regimes around itself.As one of the soft framework of international coordination regimes, G8 plays acrucial role in today's international arena, who depends on the world's major powers basedon their consensus. Its formation shows not only an inevitable result of changes in theinternational coordination mechanisms, but also the objective needs of growinginternational interdependence. At the same time, China attaches more importance to G8owing to G8 's inner circle decision-making role in the international coordination regimesand China'rise presents a deeper integration into the international system and participatesin major international affairs.Above all, in order to understand the soft framework of international coordinationregimes of G8, the main purposes of this passage are as follow: the necessity and thepossibility of international coordination under the conditions of interdependence;comparative analysis on the hard framework of international coordination regimes and thesoft framework of international coordination regimes; the working mechanism of the softframework of international coordination regimes; the origin of G8 as an internationalcoordination regime; the working mechanism of G8' soft framework of internationalcoordination regime; G8's functions of international coordination in the field of worldeconomy, international politics-security and global issues; the institutional arrangementsand performance of G8' international coordination regime; the strategy and tactics ofChina's participation in G8's international coordination regimes as the main direction, and so on. This passage employs the theory of international coordination regimes for reference,and using logical deduction, comparative analysis, documentation, case analysis andquantitative analysis to try to make some interpretations.The chapter consists of ten parts, including preface, chapter one to eight and theconclusion.As the first part of thesis, the preface is mainly majoring on the topics and objectivesof the present research situation at home and abroad, literature reference, researchapproaches, tools for analysis, analysis on related concepts and the innovation of thisdissertation.The first and second chapter is the second part of the dissertation.Chapter one mainly interprets the theory of the international coordination regimes. Itanalysis the necessity and possibility of international coordination under the conditions ofinterdependence: the policy of spillover effects and Pareto optimal, as well as the tendencyof the international coordination' institutionalization, and comparative analysis oninternational coordination with the existing international relations theory schools ofthoughts.Chapter two explains the framework of theoretical analysis of this article: the softframework of international coordination regimes. With reviewing the development processof the international coordination regimes, it carries out a comparative analysis about hardframe work of international coordination regimes with soft frame work internationalcoordination regimes to make it clear the operation of the mechanism of the softframework of international coordination regimes and significance of its formation.The second part of dissertation consists of five chapters, including the third, thefourth, the fifth, the sixth, the seventh.Chapter three introduces the origin and mechanism of the development process ofG8' international coordination regimes on historical dimension as well as overallunderstanding the international coordination regime's impact and status of G8 through theanalysis of the framework of international coordination regimes and its workingmechanism.Chapter four carries out a detailed analysis on the soft framework of internationalcoordination regimes of G8 in different issue areas of the world economy field, such asfiscal policy, monetary and financial policies, trade policy, energy policy, debt crisis, theglobalization of the world economy, combined with two typical cases: Square-LouvreAgreement and the international financial crisis management.Chapter five details analysizes on the reasons for the extension of the function of thesoft framework of G8's international coordination regimes from the economic to the fieldof international politics and security, in light of two typical cases: the Kosovo Crisis andafter the 9.11 terrorist attacks in the international joint anti-terror.Chapter six analysizes the soft framework of international coordination regimes ofG8 in the field of global issues with a starting point of global issues, combined with twotypical cases: Plan for Africa and Global Warming.Chapter seven carries out a comparative analysis on the institutional arrangementsand performance of the soft framework of G8's international coordination regimes.Chapter eight is the third part of the thesis which analysizes the effects of China's construction of national identity and participation in international coordination ininternational coordination regimes especially strategic interaction between China and G8 inrecent years.Finally, the conclusion analysizes the international coordination regimes that facesthe difficulties and put forward a reform program as well as prospects for its futuredevelopment.
